up in court? plus, home insurance is getting even pricier. i was dumbfounded because it went our our premium, our annual premium absolutely doubled. is this a sign of things to come and how can you fight back? we're getting some advice from an expert and a plan to make bart's subway tunnels safer. has been sitting in limbo for six years. we investigate. good evening. this is nbc bay area news tonight. i'm raj mathai. we want to start with some breaking news here. a freeway shooting in the south bay. sapd confirming to us they are on scene at the mclaughlin exit on 280 in east san jose. police say one person was shot and has life threatening injuries and the off ramp there is blocked off. drivers should have obviously avoid that area again. this is on 280. in east san jose at the mclaughlin exit. we're working to get more

information on and we'll get that to you as soon as that new information comes in. our other big story tonight, the president has left the white house and he's on his way here. it's a busy thursday night in the bay area. both president biden and the first lady are making some brief stops here. doctor jill biden was first to touch down. you see her there? she landed at sfo just around 430 this evening. she came in on air force two, which is used for the vice president. first lady and selected congressional leaders, doctor biden is now in marin county headlining a campaign event in kentfield. she'll leave town tomorrow afternoon for an event down in la. as for the president, he started his day. you see him there at the white house hosting the wnba champions, the las vegas aces. he's now headed for mountain view. let's bring in nbc's emma goss, who joins us at moffett field, where air force one will arrive within the hour. emma, what's happening there right now

? well, raj, we just saw some activity on the tarmac. i'm going to step aside so you can see before the president's arrival, three osprey helicopters, as well as marine one have touched down here at moffett field because this is really just a short pit stop landing for president biden when he does come. and just a short while in air force one, he'll be hopping on marine one and then the helicopter will take him up to san francisco, where he'll be in marina green landing and spend the night there before heading back to the peninsula for a busy day of fundraisers in silicon valley tomorrow. emma, just where you are. there are a lot of people there and usually we have dignitaries that greet the president on the tarmac. do we know of anyone who's there or who might be coming? well, it's a highly secured spot that we're in. we went through several layers of typical presidential security for media to access this point in moffett field. so it really is pretty closed off. we haven't seen or heard of any dignitaries that would greet him

at his arrival here, and we are expecting a pretty short ten minute turnaround between when he lands and when he gets on marine one helicopter. okay, and just to be clear, what's his estimated time of arrival? do we know that? we know it's sometime within the hour. it was said in a press sheet that 750 would be the estimated time of arrival. he does tend to show up early sometimes, so we're give or take. 7:50 p.m. okay. emma goss live at moffett field in mountain view awaiting president biden, who will be here just for a short time. he'll come to two fundraisers in the silicon valley, one in portola valley tomorrow, and then one in palo alto. let's move on now, some other headlines that we're watching at this hour. the legal battle. let it begin. the oakland airport is officially changing its name, and it's not sitting well with sfo and the city of san francisco. late today, the port of oakland board unanimously voted to change the name to san francisco bay oakland international airport. the airport's three letter code,

okay, will remain the same. port commissioners say many people don't know how close oakland is to san francisco and to wine country and to other spots in the bay area, and this will boost traffic for the airport. the change is happening despite san francisco threatening a lawsuit over trademark violations. san francisco city attorney david chu calling today's vote disappointing. he tells us he has no choice now but to move forward with his lawsuit. also tonight, yet another change for your pg and e bill. state regulators just approved a rate change, but your bill will either go up or down depending on how much energy you use. it's a bit confusing, so we'll try to straighten it out for you. here's a quick breakdown pg and e is now adding a flat rate of 24 bucks to your bill in exchange, your usage rate will be lowered by about 5 to 5 to $0.07 per kilowatt hour. so what does this mean now for your overall bill? generally people who use less energy will

be paying slightly more, including those who have solar and people who live near the coast and use less air conditioning. those bills will rise by about five bucks a month. people who will be paying less. here we go. including people who live in warmer climates, ev users who charge at home and lower income households. regulators say the goal is to make utility costs more equitable and make it cheaper to go. electric utility watchdogs say this is a step in the right direction, but more must be done. we need rate reduction, rate relief, and this is a tiny part of it, but so much more needs to be done to bring these rates down, to bring monthly bills down. yeah, we've seen our rates nearly double since 2019. critics also say that this new flat fee essentially punishes people who conserve power, while subsidizing people who use more

issa you got some time here? the change is set to take effect late next year. well, another household bill that keeps rising homeowners insurance. a bay area family just got a letter saying their premium is doubling. pamela tremayne showed us the letter she got from farmers insurance. it says the premium on one of her homes. one of her properties is jumping from 9000 bucks a year to 18,000 bucks a year. in the past year, many insurers have either announced significant rate hikes or have simply canceled old california homeowner policies, citing high fire risk. but pamela says this home in amador county, near sacramento, isn't in a fire zone, and we said, what's the justification for this rate increase? and they said it was due to california and california inflation. and that's the only justification that they could give us. we reached out to farmers insurance but have not yet heard back. let's bring in amy bock. now she's the executive director of united policyholders. that's the san

francisco based nonprofit that advocates for consumers. amy, nice to have you back on the program. so is this a one off like that family we just talked to, or is this a sign of the times? for a lot of people, it's a sign of the times. this crisis has been hitting people in the foothills areas and the, in the tahoe, all the areas where there have been wildfires. but it's starting to hit people in the suburban areas, hard. yeah, we're hearing, we're hearing we're hearing so much of this. are we seeing insurance premiums shoot up like this? why exactly is it just about fire risk? why are we seeing this, you know, i hate to say this, but a lot of it is due to the technology that is now available to insurers. the aerial images, the ai models , all of it is scaring them out of insuring what they've always been insuring. and that's part of the problem. so they're seeing more data that's concerning them and therefore they're reacting by raising our rates. is that right? that's

exactly what's happening. so what can we do here if we're watching here at home, people are watching us tonight other than just throw up your arms and discuss what can people do. so, first of all, you should go to our website up help org. but just know a couple of key tips. one is just like everything else, it's who you know. if you get a really good insurance agent, that can make a huge difference for you because there are still options in the market. so an $18,000 premium, you definitely want to shop around, see if you can get a better deal. you want to bundle your auto and your home with one company. and then and then you want to raise your deductible, and then you want to see if you can eliminate any non-essential coverages, trim your contents coverage if you can. any way that we can see our rates go down. i know that's a strange question to ask, but is that possible? well, we with all the work that's going on, cal fire and local fire departments to reduce wildfire risk, harden homes, create defensible space.

people should be getting rewarded for that. people should be getting discounts for that, that's a work in progress. you know, the department of insurance has ordered insurers to give people a break when they take steps to make it less likely that their homes will be damaged. but we're not seeing those discounts in full bloom yet. we need them. yeah. and we just have a lot of people, like we said, who are just getting their insurance policies canceled altogether. amy bock, the executive director of united policyholders, thanks for your time. have a good evening. thank you. up next, the plan to make bart safer has been sitting in limbo for six years. we investigate why bart isn't installed in many of its light bulbs meant for san francisco's dark subway tunnels. also, it's the largest showcase for asian and asian american films in the world, and it starts tonight in san francisco. we're talking to a local filmmaker debuting her new documentary. you're watching

school, cliff. and we're learning that if voters don't approve a proposed tax hike, bart has no backup plan to solve it. right now, bart is forecasting future shortfalls of more than $300 million per year. to fix that deficit, bart is banking on voters approving a 30 year tax measure that will be on the ballot in 2026. so a couple of years from now, as it stands, if the tax measure fails, the

system could be forced to make extreme cuts to stay solvent. some critics have accused bart of intentionally not creating a backup plan in hopes of forcing voters to approve that upcoming tax. another issue here how long does bart? how long does it take for bart to change a light bulb? we've learned that bart has been sitting on 2100 new lights meant to improve safety by brightening tunnels in san francisco. those lights have been sitting for six years. the tunnels, as you can imagine, are dark. this is a bart tunnel in san francisco. in 2018, bart signed off on a $12 million plan to make the tunnels brighter. workers would install double the amount of the existing lights. that way, operators could see better and passengers could evacuate quicker and safer in the event of an emergency. but as of today, bart has yet to install most of those lights. sometimes i do look at some of these things and say, gosh, you know, that's pretty. that could be

pretty absurd. joining us now is our investigative reporter, jaxon van derbeken. i guess we start with a simple question why are they sitting on these lights? what's happening? it's essentially a very long story. the bart board authorized this $12 million plan to put the lights in back in 2018. two years later, there were questions about the kind of deal that bart was getting for these lights, whether they were bright enough and whether they would last long enough. and that was the questions were raised by a whistleblower and went to the bart inspector general, who flagged this issue, and bart essentially fired the contractor for, you know, unclear reasons. and that basically stopped the plan to install these lights. bart said that they were going to install with their own crews, but that just basically hasn't happened. all right. so, jackson, are these lights in some storage units somewhere? and what's bart's response with all this? well approximately a

third of the lights have been installed elsewhere in bart's system. so there have been very few, if any, lights actually installed in the san francisco tunnel, which was the intentional intended spot for these lights. they that tunnel is so dark that it doesn't meet lighting code and for the moment, bart says it's going to plan to install more of these lights soon. but just when that happens is unclear. i was going to say soon means what? weeks from now? years from now? do you have any idea? well, what we do know is back in 2018, bart estimated it would take a contractor working every day in the downtime. the four hour downtime window where the system is not operable overnight. it would take them two years to get the job done. so with bart crews working with all the other maintenance activities in the tunnel, how long it would take for them to also do that work along with all their other duties is even, you know, more

unclear at this point, and i guess everyone just kind of crossing their fingers that there's no emergency where bart operators or customers, meaning the riders would need to access those emergency tunnels. jackson vanderbeek, and thanks for your reporting. appreciate it. well, let's move on now. downtown san francisco is making moves to get out of that so-called doom loop and usher in a new boom for small businesses, a boom loop if you will. for the second time in six months, empty storefronts near market street are getting new clients, small businesses catering to downtown employees. the program is called vacant to vibrant. it uses a $1 million grant from wells fargo to help small businesses move into those vacant spaces. phase one worked well, so phase two was announced today to have this amount of people right off of market street during lunch hour, to have all of these spaces get familiar with my business is extremely meaningful and it drives customers. it makes people want to come and try my

product again. really a good idea and a good program that worked well and hopefully it continues to work well. the new round of small businesses will find out exactly where their storefronts will be. they'll find out later this month, and then they'll move in come june. well, we have some glitz and glamor in the san francisco tonight. it's opening night of the of the cam fest, the largest showcase in the world for new asian, american and asian films. one of my wife's friend, her friend said, oh, the girl don't cannot play basketball while you let your daughter play basketball. and i think why anybody can play basketball here, you know, this is a clip from home court. it's one of the dozens of films debuting at the festival over the next couple of weeks. home court is a documentary that follows ashley chia and her struggles, stations and dreams of playing college basketball. her parents, who are refugees from cambodia, are navigating what that journey, and they're navigating with her. our janelle wang chatted with

a 78 day torch relay started in france. former french soccer star basile boli carried the olympic flame through the streets of marseille. there he is, smiling. he said. he was so proud. the relay includes 10,000 torch bearers in more than 450 towns. the opening ceremony july 26th. of course, you can watch all the olympics and the ceremony right here on nbc. bay area legendary stanford women's basketball coach tara vanderveer recently retired, but her legacy

will live on today. stanford announced the court at maples pavilion will be named tara vanderveer court. she is the ncaas all time wins leader in basketball. her career spanned 45 years, the last 38 of those years at stanford. jeff ranieri, 45. that's right. and she and she could still keep going, man. i saw her out there on the court, tired. she was she had all the energy in the world. keep moving, keep moving. and that forecast here for us, those temperatures are moving up, up and up. look at this. we're still hanging on to 83 in concord, 77 in san jose. huge jump from this past weekend when we had just 50s for high and all of that rainfall. let me show you more about what's going to be happening as we look ahead in your microclimate forecast. and for tomorrow. we are definitely locked in with more warm weather because of this area. high pressure allowing that warm air to move in from the south and also keeping that storm track off to the north. so check it out. most of the bay area

tomorrow morning we'll start off with sunny skies, temperatures here in the 50s. we may get a little bit of patchy fog near the coastline, but once again, for most everyone, we're going to start it off with lots of sunshine. we're going to finish the day with sunny skies as well, numbers going up a few more degrees through the inland valleys. that leaves us to 88. in santa rosa, 89 in concord, upper 80, san jose and morgan hill, then you get near the coastline. with that ocean breeze starting to return, we'll have 60 santa cruz to half moon bay, but downtown san francisco still should get up to 77. okay, i want to move it into something different tonight and give you a heads up on what could be happening. we're just getting word that there would be a solar storm happening starting tomorrow night, maybe into this weekend. the space prediction center through noaa says a geomagnetic storm watch is going to be happening here in north america. so we may actually see the aurora and parts of northern california. pretty exciting. i don't think it's going to be looking as strong as this picture, but there is a chance
