the weather. roberto gonzalez, thank you. >> that's so kind of you, steve paulson with a well deserved day off today. yeah and how about this weather so far? we will see the warmest temperatures this year beginning with today. here we go a clear morning. balmy temperatures. would you believe when i got in here earlier this morning, it was 71 degrees in oakland. that's at, oh, dark hundred. wow. yeah. so the temperature has now dropped off to 68 degrees in oakland. otherwise across the bay in a westerly fashion, 56 in san francisco, it's just shy of 70. in santa rosa, low 60s to the south and san jose and 46 degrees along the immediate sea shore today. yes. more sneezing and wheezing. it's the itchy eyes that are getting to me here. and that's because of the oak and mulberry tree. and every time my neighbor mows their lawn. all right. later today, numbers will stack up from 73 degrees at the beaches, 80 around the central bay to flirting with 90 degrees while inland. your full forecast

moments ahead. but one thing is certain, sal castaneda, it will not be as windy today as it was yesterday. >> well, that's pretty good. i don't think a lot of people like wind. roberta, you know, it's the universe talking to you, right? well, the universe should be a little quieter. good morning everyone. let's go out and take a look at the bay bridge. i want to show you that traffic is moving along pretty well with no major issues here. it's a nice looking drive across the bay. you can also see highway four and 680 are off to a good start, so we're off to a nice early start, just as it should be at this early hour. now coming up on 402, let's go back to the headlines. >> okay sal. thank you. in the east bay, a postal worker still too scared to go back to work after she was robbed at gunpoint . ktvu is amber lee talked to the victim, who is one of at least six mail carriers who were robbed here in the bay area in the last month. so surveillance video shows the female postal carrier putting items into a

mailbox in front of a home in dublin monday afternoon around 430, when suddenly a masked man, followed by a second person comes up from behind her. >> the postal worker, who asked not to be identified, describes being robbed at gunpoint. >> somebody came behind me and boom, just hit me and put a gun to the back of my head and he said, give me your keys. you don't want to die, do you? i go, no, no, no. so i reached in and got my keys, gave him my keys. he goes, where's your phone? you got two minutes. >> the carrier went to the mail truck to get her phone and handed it to the armed robber while fearing the worst. >> oh my god, i'm going to die! >> but the two men ran away after taking the keys to mailboxes and the truck along with her cell phone, she went to a neighbor for help in calling 911. >> i thought he was going to shoot me when he was done, but i thought, well, i'm thinking in my mind, just stay calm, stay calm, stay calm. that's the best thing to do, to stay calm. >> she says she did not suffer

any physical injuries but is struggling with what happened. she tells me she's getting help from a psychiatrist. >> i feel anxious and i can't sleep and my heart is like pounding. >> still, she proudly showed me her uniform. she says she has worked for the us postal service for 33 years. the 63 year old tells me she had planned to retire in about a year and a half. do you think you'll be able to go back to work? >> i want to, i really want to because i like my job, but i think i will. i love my customers. i like to serve them. >> one neighbor shared surveillance video of a possible suspect vehicle, a blue sedan seen driving to and from the scene. the mail carrier tells me she's grateful for all the support she's received from neighbors and dublin police. the us postal inspection service is offering a reward of up to $150,000 for information leading to the arrest and conviction of those responsible in dublin. amber lee, ktvu, fox two news amber.

>> thank you. a man has been arrested and charged with murder in connection with a deadly shooting in oakland on sunday. 43 year old justin jenkins is charged in the death of 61 year old michael seymour, who police say was in his car at 12th street and lake merritt boulevard when he was shot. jenkins was arrested monday, and police say they found a loaded gun. now, district attorney pamela price said, quote, our prosecutors reviewed the evidence in this case and filed the appropriate charges in our pursuit of justice for mr. seymour and his family. i commend the oakland police officers for their swift and thorough investigation and prompt arrest of the alleged shooter. >> our time now 405, president biden coming here to the bay area this evening. tomorrow he'll be attending two campaign fundraiser events. one of them, we've learned, will be in portola valley at the home of the co-founder of sun microsystems. then the president will fly to seattle for campaign

events this weekend. now, today, first lady jill biden is on a separate visit. she'll be coming here to the bay area. she'll be in kentfield to attend the political finance event. then she's scheduled to fly to southern california tomorrow. >> today, the biden administration is expected to announce a proposal for tougher asylum standards at the us border. now, it would speed up the process for asylum claims, which would make it faster for the government to remove any migrants who are not eligible to stay in the country due to criminal records or national security risks. it would also allow immigration officials to block asylum claims within days or even hours instead of years. >> our time is 406. policies at sacramento state university are being changed now after pro-palestinian protesters rallied for more than a week, demanding that the university divest from israel. i believe that we will win. now, the

demonstrators celebrated the university's decision to change its socially responsible investment, which does not specifically mention israel. but it does say the university's investment portfolios must stay away from corporations that profit from genocide, ethnic cleansing and activities that violate human rights as socially responsible investments shouldn't be specific just to one injustice. >> this is one of the most notable and horrific injustices happening right now. >> fox states administration did everything right. this is what they should have done. >> now the protesters started camping out on april 29th at the library's quad, a midnight deadline was set by the university for the protesters to leave the encampment. when they were asked if they would leave, the protesters yesterday said no comment. now, student protesters on other campuses are closely watching the decisions made at sacramento state. protesters at san francisco state say they're encouraged by the agreement and

plan to continue rallying at the encampment on their campus until their demands are met. all students across our campuses stand in solidarity together when we say united front, we mean every student in california. >> we mean every student through the csu. when we look at sac state, we see the accomplishments that they have made. and as you've heard here, we look at our own admin and we say, why aren't you doing this? and why aren't you standing up for us now? >> now, the students say san francisco state has $160 million in its general endowment. they want the university president to commit to divesting from companies that do business with israel. many people are enjoying the warmer weather. >> this is what it looked like at heather farm park in walnut creek yesterday. a lot of people headed out to enjoy the sunshine ice cream and snow cone trucks were also there to help people cool down. >> it's the place to go, right? so it's so it's so hot today. so, you need to get get outside of the house and, and, this is

the this is the best place to go get some ice cream. yeah, yeah, get some ice cream for sure. yeah. >> more warm weather is expected the rest of the week. >> yesterday's numbers spanned anywhere from 70 at the seashore to 83 degrees. for the warmest location of our inland areas. good morning, everybody. today you will feel the difference. right now we have visibility. unlimited official sunrise. well it hasn't happened as of yet. it's, oh, dark hundred out there. still temperatures wise, we are in the 50s and 60s. palo alto suggests 45, but i would have to challenge that number easily about 53 degrees at this hour. meanwhile as far as your winds are concerned, they are out of the north for the most part, but will be fluctuating more of an offshore push later today. we have a 12 mile per hour win in novato, and these winds will be a little bit more consistent later today. 10 to 20mph out of the north, but it will not be as windy as it was

yesterday. we still do have that wind advisory in effect for extreme north bay interior mountains, the mayacamas mountain range, primarily where the wind gusts overnight have been up to 50mph. but those winds will begin to relax later today. main reason is we still have high pressure in command right here, but it was bumping up against that ridge of low pressure out over the rockies, and now we're seeing a little bit of a break in that activity. but meanwhile, as that high pressure strengthens our temperatures are going to go up by at least five six degrees in the santa rosa area. cotati, gurnee ville and sebastopol, as well as rohnert park, san francisco yesterday, 76 today. how about that 81 degrees? we're talking about flirting with 90 degrees in throughout the tri-valley. somebody's backyard will top off at 90 and 86 degrees around los gatos and in saratoga. so when will we see the return of the fog? let's take a look at our future cast

at 1:00 today. still not a cloud in the sky, but we see that fog bank begin to lift up from the monterey bay area into monterey beach and also half moon bay. then by later tonight, those clouds begin to thicken. that's going to bring down our coastal temperatures ever so gradually on the coast side. in fact, today, san francisco at 81 by saturday, with the influx of the marine layer at 70 degrees. go ahead and pinpoint your neighborhood today. 73 pacifica 80, central bay, nearly 90 to the north. mid 80s to the south, and nearly 90 in our east bay. full forecast gang. that's still to come. >> all right. thank you roberta. more job cuts at tesla as thousands of workers have been laid off in the last few weeks, we're going to hear from one former employee who used to commute all the way from the central valley and a young hockey player with bay area roots expected to be the number one pick for the san jose sharks in next month's nhl draft. >> we'll let you hear from his father, a longtime trainer with

behind the scenes look at firefighters in the east bay battling a house fire. this is helmet cam video. it was shared by the alameda county fire department at a fire last week in san leandro. it was contained fast. no injuries reported. however, two people were displaced. >> tickets are going on sale today for bay fc's appearance in a special summer cup. the competition is between clubs from the american and mexican professional women's soccer leagues. bay fc will host two matches in late july and early august. today's tickets are up for pre-sale sales to the general public start next

tuesday. well excitement is building for fans of the san jose sharks for the first time in franchise history, the sharks will have the number one pick in the nhl draft. >> that's exciting and ktvu lamonica peters tells us more about the 17 year old player who has bay area roots, who could soon be skating at the shark tank at o'flaherty's irish pub in downtown san jose. >> sharks fans say they're happy to hear the team will have the number one pick in next month's nhl draft. that means they'll have the chance to select 17 year old macklin celebrini. >> last season was tough. you know, for any sharks fan, you know, it's, no one likes losing and all you can hope is that they're building for the future, right? sharks. >> general manager mike greer says celebrini has the talent and dedication to play in the national hockey league. >> there's probably some six year old kids out there skating, so it's given these kids who were playing youth hockey, you know, someone to look up to and say, you know, like, i can i can possibly be that kid down the

part of his team? this year's draft will be held in las vegas on june 28th and june 29th, so sharks fans can head to vegas and watch the sharks team select the number one pick for the first time. >> lamonica peters, ktvu, fox two news. >> all right. lamonica, thank you. times for 16. will. now we're getting a new look at the progress made on the stadium for the oakland ballers baseball team. with less than two weeks until the team's debut season begins. now, oakland mayor shang tao shared photos of the progress on those upgrades to raymond park in west oakland. now on top of a large set of bleachers that are being going, they're going in. there have also been improvements to nearby streets and sidewalks. the ballers raised $1.6 million to renovate the park. their first home game is june the 4th against the yolo high wheelers. >> cleanup and recovery efforts are underway in the southeast and midwest as deadly storms continue to hit several states. severe weather and tornadoes killed two people in tennessee and one person in north carolina

. in michigan, the national weather service issued its highest alert level for a tornado. emergency reports say one tornado tore through several communities with winds up to 135mph. we do have over 100 families that have been, removed from their houses. >> this is when the weather service has said, hey, pay attention. >> four people were killed in storms in the u.s. this week. >> wow. >> all right. time is 417. we're going to check your weather for us today. i know it's going to be hot, roberta. yes, absolutely . >> it is going to be warmer than yesterday. but hey, when did the sun start going down? after 8:00 at night? i mean, to go to bed. i was thinking about you guys saying you guys kept that from me because i was trying to go to bed, and it wasn't happening. >> it wasn't happening. >> it wasn't happening. hey, i did want to key in on what pam and dave was just alluded to, because yesterday, at one

particular time during the afternoon, i was watching 42 different severe thunderstorm slash tornado warnings, in effect 42. that's pretty ominous. and today our key focus will be in throughout tennessee working its way directly due east into the carolinas. and i got to tell you, this is the same system that brought us all the conditions on saturday in the form of some heavy rain and the very gusty winds. now, as we traverse back out west, we see that we have a clear slot and we're verifying that with our live weather camera that indicates that visibility is unlimited, not a cloud in the sky. and look at these temperatures. it's 68 degrees in santa rosa. that's as cool as it has gotten this morning. we have dipped down to the mid 50s and throughout the tri valley, 65 in throughout castro valley, 67 degrees and belmont and in san mateo. the winds are pretty slight at this hour, but they have been increasing in the north bay, and that's where we still have that wind advisory in effect until 8:00 this morning. and throughout the interior

mountain range of the north bay. we're talking about the mayacamas mountain range. we're at the peak winds this morning have been up to 50mph. that has been ushering your pollen around grasses. and the oak and mulberry tree count. come into play. i'm suffering just this right alongside of you. okay, so we have high pressure. it's right about there that continues to surge more towards the western states. and as it does so from here all the way into the sacramento valley, flirting with 90 degrees in our warmest location, concord, topping off today at 87, 88 degrees around the clayton area into oakley 90 tomorrow. so the heat does peak today and tomorrow before gradually, gradually cooling over the weekend. here we go 73 degrees today in pacifica, moss beach and montara beach. how about la honda also topping off near 80 degrees. low 80s in san francisco through the sunset district. how about 84 degrees in hayward? look at these temperatures. you know somebody's backyard will top off at 90 degrees. meanwhile here is

brentwood fighting to get higher pay. when do we want? >> when do we want it? now >> last night the teachers rallied at the school board meeting. the teachers say they need a higher salary to be able to afford to live in the

community where they teach. negotiations with the school district have stalled, according to the teachers, after getting an offer that included no pay increase. but they're still hoping the school board will help them get a pay raise. >> we're hoping we're hoping that this is going to make a difference, because we know that our board is really responsive and does care about us, and so we're hoping when they see the impact of it that we'll get some movement and we'll be able to close things out. >> now, the district superintendent told the brentwood press, the school district is in a tough place financially and cited very expensive expenses and also a decline in enrollment. >> nearly a dozen students and teachers at a san jose middle school are recovering following an accidental exposure to carbon dioxide. >> we were just, like, working and stuff. and then some people started coughing a lot, like really coughing. and then the teacher came and saw what was like trying to see what was happening. and then she started

coughing. >> it happened yesterday morning at sunrise middle school. firefighters responded after reports that eight students and two teachers were having difficulty breathing. itchy eyes and nausea. the fire department says one classroom had elevated levels of co2. it's still unclear exactly what caused it, but san jose firefighters say students were scheduled to work on a volcano project with baking powder and vinegar in an email. school officials said vapors from chemicals in a locked closet may have leaked out, possibly through the hvac system . >> reaction of vinegar and baking soda leads to the production of carbon dioxide. you could probably, you know, breathe in some carbon dioxide that can displace the oxygen that your body needs. >> two students went to the hospital as a precaution, but they are back home this morning with their families. >> our time now for 25. governor gavin newsom plans to release his revised budget plan tomorrow in sacramento. a report from the

legislative analyst's office back in february forecast a budget deficit of as much as $73 billion by the year 2025. last month, the governor signed a bill reducing the budget deficit by $17 billion. the governor and state lawmakers agreed to a range of spending cuts. they also delayed spending and cuts to one time expenses that lawmakers and the governor have until the end of june to pass a budget for the next fiscal year. now, the state supreme court heard arguments on whether to pull the measure from the november ballot. the proposition would require all new and increased taxes to be approved by voters, making it harder for the state and local governments to raise taxes. right now, the state legislature could raise taxes with a two thirds vote in the senate and the state assembly. the governor is suing to keep it off the ballot, arguing it would eliminate most of the executive branch's

eliminated. >> in disbelief, he showed up to work. >> i got my badge. i went to the turnstile, and then, then it didn't work and it turned red, started beeping, and i was like, is this real? >> murillo is just one of the roughly 14,000 tesla employees to be laid off since april. 10% of the company's workforce are committed to his career. he'd spend much of 2023 sleeping in the back of his car all to avoid the daily three hour round trip to his house in the central valley. tesla's latest move going from more than 3000 worldwide job openings on its website to just three one tech expert suggests elon musk, posting his opinions on social media is partly to blame for the company's current slump. >> what elon musk did with x or twitter was not helping. it's turned off some of the people who didn't want to be associated with the brand like that,

large bombs to israel, suggesting their use could cause excessive civilian casualties. >> if they go into rafah. they haven't gone in rafah yet. if they go into rafah, i'm not supplying the weapons that have been used historically to deal with rafah, to deal with the cities, to deal with that problem. >> meantime, the un world health organization says it has only three days of fuel for its medical operations in southern gaza, and shortages have already forced one of three hospitals in rafah to close the rafah border crossing with egypt has been closed since israel's military took control of the palestinian side earlier this week, blocking humanitarian aid from getting in. >> a civil rights complaint has been filed against the berkeley unified school district, urging an investigation into reports of discrimination against palestinian and arab students. >> enough is enough. seven months of families complaining that as they grieve the genocide

in gaza, they also feel unsafe in their schools. is intolerable. >> the san francisco office of the council on american islamic relations and the arab anti-discrimination committee have filed a federal civil rights complaint with the department of education. the complaint alleges several incidents of harassment and hate speech directed at palestinian and arab students in the berkeley unified school district. >> our time now 435 a rally was held in berkeley showing support for the school district superintendent, who testified before congress about reports of anti-semitism at schools. in that district. >> i thought she did an incredible job defending our district and the values we stand for. >> now, parents and community members at the rally say overall, berkeley is an inclusive community school superintendent annika ford martel testified before a congressional committee, saying that while there have been instances of anti-semitism on the campus, it's not widespread

and the school district has taken action to address these situations. >> it's, of course, anti-semitism in this country, including in berkeley, i'm sure. and there's also anti-semitism, anti-muslim racism and other kinds of hatred. >> now, many people at that rally carried signs calling for jewish palestinian solidarity, something they say they want to model for other communities. so all children can feel safe. >> the california public utilities commission is planning to vote today on a change that could affect your electricity bill. now, the commission will decide whether to approve a $24.15 cent fixed utility charge in exchange for lowering per unit electricity prices. supporters of the change say it will help lower income households, but critics say it won't benefit everyone who needs that financial help. >> our time is 437. the emeryville city council officially approved several measures aimed at curbing illegal tobacco sales. the city council passed a retail licensing requirement that it

more you use, the more you pay. and you likely notice that you're paying a lot. these days. but the cpuc, that's the california public utilities commission, they kind of want to change the structure of how that all works. and it's meant to help customers who use a lot of electricity, say, in times during some of those summer months or when it's especially hot, or those who charge cars evs at home. now, cpuc trying to offer those customers a little bit of relief. it's part of a law passed two years ago that would require investor owned companies like pg and e to change how it charges you for your monthly bill. if regulators vote to take on this new proposal, that means your bill would then be broken up into two parts. you'd have a flat rate, which would cost most people about $24, and then your usage rate, which they suggest would drop about 5 to $0.07 per kilowatt hour to try to offset that flat cost. essentially, pg and e wouldn't be receiving any more money from you. the flat rate would be even cheaper for customers enrolled in low income

allowed temporarily. and at the bay bridge toll plaza via our aa traffic camera, things are still light. 532 let's get back to the headlines. >> thank you. sal bart's board of directors will meet today. one of the things they're expected to talk about, a possible ballot measure that could give the transit agency a financial lifeline. ktvu is ali rasmus joins us now with the details. ali >> well, bart and other transit officials say while the number of riders coming to bart, especially during the week, has grown since the pandemic, it is nowhere near what it was during the week before the pandemic. and they made they acknowledged, it may never reach those ridership levels again. the bay area, as we know, has a large number of people who continue to work from home, and commuting patterns just aren't what they used to be a 4 to 5 years ago. now, because of that, bart like many other transit agencies, is facing a financial crisis after next year when state and federal emergency funds run out. bart is looking at a $35 million deficit starting in 2026, and the agency

says if it wanted to cut its way out of that budget hole, it would have to cut service by 60 to 85. now at its meeting today, bart's board of directors will talk about a possible ballot measure that they say is really their only hope. senate bill 1031 and the california senate would allow regional transportation officials to raise money for bart and other transit agencies through some type of tax. the bill doesn't specify what type of tax just yet. tax increase, but they would also have to start finding ways to console state. the 27 different transportation agencies and transit agencies that operate throughout all the counties here in the bay area. this bill says that merging those transit agencies like bart, muni, ac transit is really their best bet at helping those transit systems survive long term. now, at the meeting today, bart's board of directors not expected to make any decisions. they're just going to be talking and discussing the efforts to get this bill passed and get this ballot measure on the

that parking lot. so you might want to get out there before it gets too slow. 602 let's get back to the headlines. >> all right. thank you sal. well, today a vote could change the way your electricity bill comes in, the value of that state regulators want to make it cheaper for lower income customers who need a lot of power. >> ktvu james torres is in san mateo now to tell us about this proposal. the state public utilities commission is taking up. good morning. james. >> dave, pam, good morning. well, the way you pay for your energy bill now, it's pretty straightforward. the more you use, the more you pay. and it's likely that you're paying a lot. well, the new proposal offers some very modest savings, and that's only if you're a big energy user enrolled in a low income program. that's the proposal that's going to be taken up and talked about by the california public utilities commission. it's part of a law passed two years ago that would require investor owned companies, companies like pg and e to change how it charges you

for your monthly bill. if regulators vote to take on the new proposal, that means your bill would be broken up into two parts. the plan would add a flat rate to your bill that would cost most people about $24, and low income customers about 6 or $12. revenue from that would be used to maintain the power grid. then you would have your usage rate. that's how your bill is calculated now. but to offset the cost of that flat rate, usage rates would drop about 5 to $0.07 per kilowatt hour on average, pg and e would not be getting any extra revenue. so the question is who would benefit most, especially for people who live in really hot areas of the state who need to keep that air conditioning cranked, and customers who have electrified their homes, including charging evs for the average customer. this new plan could save about $30 a month, but that savings won't really apply to everyone if you're not enrolled in one of those low income programs or live somewhere in san francisco or in the peninsula, where you likely aren't constantly running the

ac, you likely might even see your bill go up by as much as about $9 a month. as a result of this change, the cpuc will talk about this proposal. they'll do a final vote on it later this morning. reporting live this morning i'm james torres, ktvu fox two news. >> all right. thank you james. and east bay postal worker says she is still afraid to go back to work after she was robbed at gunpoint. it happened monday afternoon in dublin. and take a look at this video. two men robbed her while she was dropping off mail outside a home surveillance video caught the robbery as it happened. when the suspects came up to her, they pulled out a gun and demanded that she give up her postal keys and her cell phone. she did it fearing the worst. >> i thought he was going to shoot me when he was done, but i thought, well, i'm thinking in my mind, just stay calm, stay calm, stay calm. that's the best thing to do is stay calm. >> the victim is one of at least six mail carriers who were robbed here in the bay area in

divest from israel. i believe we will win. now the demonstrators celebrated the university's decision to change its socially responsible investment, which does not specifically mention israel. but it does say that the university's investment portfolios must stay away from corporations that profit from genocide and ethnic cleansing, and activities that violate human rights. the protesters started camping out on april 29th at the library's quad, a midnight deadline was set by the university for the protesters to leave the encampment. now, student protesters on other campuses are closely watching the decisions made at sacramento state. protesters at san francisco state say they're encouraged by the agreement they plan to continue rallying on their campus until their demands are met. >> all students across our campuses stand in solidarity together. when we say united

will connect to the pedestrian bridge. now, the crews are also building a double roundabout in that area. this saturday, a temporary roundabout will be placed on gilman street. the final plan is to build two permanent roundabouts on either side of the interstate 80 freeway, to help with traffic jams in that area. these structures are due to be completed before the end of the year. >> all right, let's head back over to sal for our morning commute. how's it look out there, sal? >> well, pam and dave, we've been talking about that issue we've had now going on three hours on 238 northbound near east 14th. it's a big rig involved here, and it's been there for a while. the traffic is getting slower and slower, pretty soon castro valley will be affected. if you want to use an alternate route, you can use 580 instead. that's what i would do. you will see big rigs on 580 this morning as chp has lifted restrictions on big rigs using 580. so you may see that it may be a little bit unusual to see

degrees. all right. thank you. roberta. >> i'd like to be heading to honolulu. >> yeah. >> or the or the wine country. we're talking about wine. california. known to grow some of the best wine grapes in the world. but the wine industry is slowing down a bit. >> that's surprising. ktvu is andre senior in the studio now to explain what that drop in sales means for both the wine growers and their employees. >> yeah. pretty surprising. such a big part of the economy here in the region. well, right now we can tell you that there's been a nearly 9% drop last year, and that drop is having a big impact on more than 400,000 california jobs in the wine industry, which is facing difficult trends following the pandemic. experts say the industry is dealing with a quadruple whammy, too many wineries, too many vineyards, too many grapes and way too much wine on the market, analysts say. people also bought more wine during the beginning of the pandemic, and still might be working their way through bottles in their cabinet. the owner of nicholson ranch winery in sonoma believes that the wine industry's covid recovery is slow because people are spending

discussing possible changes for next year. >> our time now. 617 teachers in brentwood are fighting to get higher pay. when do we work? >> when do we want it? now last night they rallied at the school board meeting. >> the teachers say they need a higher salary to be able to afford to live in the community where they teach, negotiate. plans have stalled with the school district, according to teachers, after they received an offer that had no pay raise. but they still hope the school board will help them get a pay raise. >> we're hoping we're hoping that this is going to make a difference, because we know that our board is really responsive and does care about us, and so we're hoping when they see the impact of it that we'll get some movement and we'll be able to close things out. >> now, the school superintendent told the brentwood press the district is in a difficult place financially because of rising expenses and a drop in enrollment. >> all right. we have a developing story. we're now

following for you out of oakland, where more than 5000 customers are out of power right now. take a look at the map. the power went out just before 6:00 this morning. this is in an area near lake merritt. pg and e crews are headed to the area to try to determine the problem. the utility says power likely will not be restored before noon today. >> time now is 618, and we do have a look at traffic that is going to be affected by a big problem in the east bay, and that is on 238 headed north away from 580. it's been there since about 3:00 in the morning. the complication is a big rig is involved and they have trouble getting it out of there. so people are using 580. you might see more traffic on 580 eventually crowding it up. right now it's a good alternate route. but as the morning wears on, if they don't clear this up, it's going to be an issue already is an issue, frankly, for people coming out of castro valley, where there's a bigger than

normal backup coming through there, i just want to let you know. also, the bay bridge is backed up almost to the maze. that's typical. traffic is okay there on the peninsula. we've seen some pretty good conditions all the way from san jose, all the way up into the san francisco area. the only other spot that we have, some slowing this morning right now. well, okay, two spots, highway four westbound and also 580 at the altamont pass. those are typical slowdowns for this time of the morning at 619. what is the weather going to be like? here's roberta to tell us. >> it's going to be warmer than yesterday, sal. substantially warmer. in fact, today and tomorrow the temperatures will peak here in the bay area. we're forecasting 75 degrees at the coast today for the coolest location and up to 90 degrees well inland. we're talking about out towards travis and fairfield mountain house as well, 10 to 15 degrees above average. now, right now the sun has come up. sunup was at 604, clear and a

a rent protection initiative on the november ballot. the measure includes rent control, just cause for eviction protections and anti tenant harassment protections. they rallied at city hall to turn in more than 4000 signatures. elections officials have 30 days to verify those signatures to see if there's enough to get on the ballot. now. just two weeks ago, san pablo residents submitted a petition to get a similar proposal on the ballot in that city, and people in san anselmo also launching efforts to put rent control on the ballot. if

cleared. finally, after hours of being there, let's go to the bay bridge toll plaza. you will see the traffic is backed up all the way out to the maze. metering lights are on the peninsula. traffic is looking good, so peninsula and silicon valley commutes. you still have plenty of room to work with there. 633 let's get back to you. the headlines. >> thank you sal. bart is facing budget challenges and says its best long term hope is a possible ballot measure that voters could decide in 2026. now bart's board of directors, they're scheduled to discuss that option at their meeting today. ktvu sally rasmus joining us now with those details, ali. >> well, we're live at the walnut creek bart station in 630 on a thursday morning. we have seen some people coming into the station taking the escalator up to the platform to take a train to work or wherever they're going this morning. but you don't see the volume of people pouring into the station that we would have seen here several years ago by bart's own admission, it says its weekday

ridership is not at the level it was before the pandemic. it's only about 40% of what it was roughly before the pandemic. the bay area, as we know, has a very large number of people who continue to work from home and simply don't need to go into the office every day anymore because of that. bart, like many other transit agencies, is facing some serious financial challenges. bart is predicting a $35 million budget deficit starting in 2026. and when federal and state emergency funding runs out and the agency says if it tried to cut its way out of that budget hole, it would end up having to cut bart service by 60 to 85. that would make it make it dysfunctional as a transit system. at its meeting today, bart's board of directors will talk about a possible ballot measure that they say is really their best hope. senate bill 1031 would allow regional transportation officials to raise money for bart and other transit agencies through some type of tax increase, and bart would end up getting additional funding if that measure passed. but as part of the deal,

regional transportation officials would also have to start looking at ways to consolidate the 27 different transit agencies that operate throughout the nine counties in the bay area. the bill says that merging those transit agencies into one would make it better for those agencies to survive long term, given the changes we've seen in commuting patterns and work from home patterns. now, bart's board of directors is expected to talk about this possible ballot measure at its meeting today. they're not going to be making any decisions on it, but they're expected to get an update on the efforts to get this measure on the ballot, possibly as early as the year 2026. live in walnut creek. allie rasmus, ktvu, fox two news. >> thank you ali. well, last night the antioch unified school district school board voted to keep its superintendent despite claims that she has ignored bullying by a board member. >> somebody i'm begging you. somebody help us. these people need to be gone. thank you. yes

and palestinian solidarity. it's something they say they want to model for other communities. so children can feel safe. >> oakland city leaders and school district officials are optimistic about new efforts to keep students safe. four years ago, the oakland unified school district disbanded its school police department and replaced it with de-escalation teams at seven schools. now, police are only used as a last resort on campus. after the change, the school district reports a 10% reduction in suspensions or for physical violence. supporters say the approach to campus safety gets the community more involved. what we are doing is oakland unified school district. >> when we're reimagining what safety looks like as a community effort, our ultimate goal is not to have a need for law enforcement on our campuses. there's other city and community partnerships that we can use, especially around the mental health areas and aspects where we don't always have to initiate law enforcement first. and so how are we better utilizing

your dollars and cents. san francisco mayor london breed announced the latest group of local businesses taking part in the vacant to vibrant program to fill empty storefronts downtown, opening the summer. eight small, locally owned businesses that will open up pop up shops inside formerly vacant storefronts

across the city. the new batch of pop ups feature ice cream, coffee, cookies, boba, a glass studio, a floral shop and a social club. later today, there will be a vacant to vibrant community market at wells fargo plaza from noon to four, where mayor london breed will hold a news conference and wells fargo will announce a $1 million donation to support the pop up stores that have transitioned to long term leases downtown. plans are in the works in marin and sonoma counties to get more people out of their cars and onto the train. the sonoma-marin area rail transit, known as smart, announced a spending plan that will focus on expanded rail service to increase ridership over the next year. last month, smart saw a 37% spike in passengers compared to last april. the transit agency now projects it will have carried more than 825,000 riders since last year. the delayed extension of bart to san jose has created another unexpected expense for the santa clara valley

transportation authority. now, last week, the vta board of directors approved the purchase of 48 bart cars for $172 million. the new bart cars will eventually travel through downtown san jose and up to santa clara. the cars are expected to be delivered in 2026, which was when the south bay extension was originally set to open. now, it won't open until 2037. in the meantime, bart will use the cars, while vta pays $4 million a year to cover operating and maintenance costs. tesla has laid off about 10% of its workers and is now eliminating thousands of job postings. more than 14,000 tesla employees have been laid off since april. we spoke with a former tesla employee who recently lost his job. he was part of the team that built the evs at the tesla factory in fremont, and he says he's now planning to sell his house and once again live in the back of his car. >> i was on my way to work, and then i got a personal email

degrees and currently in san francisco it's 56 degrees. we have 50s. pretty common up and down the peninsula. walnut creek you're sporting 59 degrees. it's 50 in campbell, but 55 at the rose garden district in san jose. tri-valley with the clear skies at 51 degrees and low 50s in union city. winds will not be as problematic as yesterday, but it will be breezy and that ushers the pollen around grass count, and the oak and the mulberry tree count is on the medium to high side. and speaking of high, where you see this clear slot here, that's where high pressure continues to build into the bay area. and as it does so yesterday we had this area of low pressure over here, over the colorado rockies. it was causing friction between the two elements and thus the gusty winds. this time around that low pressure is out of here. so high pressure on its own will ramp up our temperatures. in fact, average high temperature in mill valley 73 degrees yesterday day

was 83 and today nearly 90. you know, when i forecast 89, you know, somebody's backyard is going to top off at 90 degrees due to the amount of pavement or asphalt in your neighborhood. all right. currently 34 degrees on the south shore going up to a daytime high on friday at 60. i'm sporting these temperatures so you can make your weekend plans. if you're heading to the high sierra. locally, we have temperatures going up from 81 degrees in san francisco when the average high 63 to 89 degrees in santa rosa. so, you know, in pine grove, you could top off at 90, watch sacramento come at 61 degrees. the temperature throughout the day will blow through the 70s up to 86 degrees. but we'll be warmer in our east bay and our north bay 89 degrees outside number in santa rosa, 88 in fairfield travis at 8984. in mountain view, the extended forecast does call for the warmest day to peak
