>> thanks for joining us on nbc10 "news at 5." >> people across our region are dealing with storm damage. listen. chain saws are buzzing at neighborhoods across our area. the rush is on now to clean up the damage and get the power back on before the next storm hits. >> that next storm is already forming. a nor'easter is expected to impact us as early as tuesday. let's get to krystal klei and what we need to be alert. >> we're talking philadelphia, pa suburbs, lehigh valley and berks county down into south jersey as well as northern delaware. we're under a first alert for this nor'easter. starts at 4:00 a.m. wednesday morning to 7:00 a.m. saturday

morning because we think the aftermath of the snow means there will be more cleanup involved friday. what are we looking at. friday's storm was a wind event that had snow. we're talking accumulating snow in the forecast leading to messy commutes. gusty winds where tree, power lines could come down and be impacted, especially those weakened from this past friday's storm. we have in our neck of the woods, very nice. if you look to the west, you see a big system is forming already. packs a punch with a lot of snow over areas like minneapolis and chicago approaching. this will continue in our direction and soon enough will impact our region. a winter storm watch starts in the poconos and through philly and south jersey county and

newcastle county and delaware as well. for some of us, it means you will break out the shovel midweek. it's really nice outside and enjoy this as well as tomorrow during the daytime hours, because then, wednesday is when everything changes. temperatures are still chilly. 37 degrees in philly and 39 in wilmington. pottstown is freezing. people who don't have power, they're cold, not going anywhere. it will get colder once that storm system approaches wednesday. when that storm moves through, which neighborhoods had the highest totals and when it clears out. >> looking forward to that. three days have passed since that blinding snow and thousands in the dark. this morning, about 5,000 people in bucks county were still dealing with outages.

all new at 5:00, steve fisher has more on the impact there. >> reporter: cleanup was still going on today in doylestown. >> huge trees coming up from their roots. >> reporter: huge trees toppled over and knocked out their power. >> we were out friday evening to sunday afternoon. i can't imagine not having heat and hot water. >> reporter: one person forced to do without heat and hot water was this woman. >> 3:00 the power went off and stayed off. finally last night i said, that's it. can't stand it anymore, we went to a hotel. >> reporter: this kept this homeowner from being able to use their car. snapped debris littered most streets. >> we've been out since friday at 11:00. >> reporter: joe is the owner of the bar and grill. the sign says it all. >> it's been a loss. hopefully insurance works out

some way. it's been a big loss. >> reporter: food at the restaurant spoiled. >> my home has been out also at the same time as well. the expectation for my home is wednesday at midnight. >> reporter: another storm is expected to hit midweek here and i talked to people about the potential for losing power information a long period of time. they told me for this storm they're not worried because the winds aren't supposed to be as bad as friday. nbc10 news. from the damage on the ground to above. george spencer, you are surveying the damage from news sky ten. what are you seeing there? >> a common good sight below us, another spot in delaware county where power crews are doing the painfully slow work of power restoration. i say slow because these guys had to reinstall the entire

power pole and restring the wires pole to pole here along old westchester pike. all of this is happening a few steps from where westchester pike crosses over the blue route. these crews are restoring the lines up and down this roadway here, power pole by power pole, reinstalling the pole and reinstalling the lines and getting the power back on for these folks in delaware county before that second storm hits us this week. that's the latest. george spencer, nbc10 news. >> airports are getting ready for this week's nor'easter. some airlines are are issuing travel waivers already this week. check with your airline to see if you qualify. we have seen a lot of damage across the area. harry hairston explains what you should do if your car takes a

beating during severe weather. let nbc10 help you prepare for the next nor'easter. download our free app to see who will feel the strongest effects of the storm using our real-time radar. >> bill cosby's attorney appear in a courtroom to try to block some testifying in his retrial. he faces numerous charges stemming from a 2004 encounter with 2004 university employee constand. deanna is inside for the motions. the judge delivered a disappointing decision to cosby's team. >> reporter: they wanted all the charges thrown out. they argued a number of issues, saying the case is too old and they even said that prosecutors were guilty of misconduct in this case. those were not arguments where the judge agreed with them. bill cosby is led to the same

courtroom he sad for his sexual assault case haas summer. this time a new out of town legal team is taking over. the d.a. said cosby's lawyers should not be allowed to continue on the team because they've shown themselves unethical and told flat out lies. the judge said for now they can continue but did place the group on notice. cosby's lawyer said there should be no case at all saying it was brought outside the statute of limitations and they should be brought because the investigators failed to investigate a woman, andrea constand who said she planned to lie about a crime of an unknown celebrity. that witness was not allowed to testify in the first trial. it's unclear if the judge will allow her to take the stand in the second trial. cosby is accused of drugging and assaulting andrea constand in his hilton head home in january of 2004.

prosecutors also want to bring forward 19 different accusers, prior bad acts it's called legally. they want to show bill cosby has had a pattern over decades of drugging and sexually assaulting women. we ended court today with the prosecutor's argument why those women should testify tomorrow and everyone will be back here again. it will be the defense's turn as to why those women should not go before a jury. nbc10 news. a federal program that would keep thousands from deportation. about 30 people came out in support of daca. similar rallies were held across the country to get some sort of legislation passed. we spoke to those who said they

remained hopeful. >> i worked very hard with senator mccain of arizona to get passed the bipartisan bill for dreamers. a number of bills were taken up and voted on. because of the president's direct lobbying in the senate against any one of those proposals, none of them passed. >> daca recipient must renew every 2002 years and now the decision must be processed. three men who were murdered on a bucks country farm are taking action against the suspected killer's parents. what they're demanding. new details emerging about the south florida shooter and what his younger brother is revealing about his past. a new scheme you should be aware of before filing your taxes.

an arrest in a gun battle that killed two men in allentown. 24-year-old kareem sanders is charged with homicide. it happened last week at a gas station on airport road. surveillance picked up a suspect walking away. he was shot during the incident and will be in court on friday. the families of three young men who were shot, dismembered and burned on a bucks county

farm are now suing their accused killer's parents. today in center city, the familieses announced a wrongful death suit against the parent of cosmo dinardo. the family's lawyers say dinardos didn't do enough to keep their guns out of their son's hands even though they suspected he was mentally unfit. today, family members talks about how much they are missed. >> there isn't a day that goes by i don't cry or think of jimi. >> i never thought i would lose my son or go through this. >> devastating on our family. >> tom was everything. >> cosmo dinardo confessed to everything and his cousin, sean kratz confessed to the killings. the background of the suspect of the florida high school massacre.

investigators say nikolas cruz had been bullied by his younger brother, zachary. he told them he when they were younger he and his friends bullied zachary he now regrets doing. he said he does feel somewhat responsible and guilty about the incident and could have possibly prevented this. cruz is accused of killing 17 teachers and students at douglas high school in parkland on valentine's day. two of our local lawmakers are pushing for legislation to prevent another tragedy like the parkland school shooting. philadelphia police are looking for suspects in two different store robberies. the first happened a week ago in philadelphia. look at the surveillance video showing four armed masked men storming the ins market on jefferson street demanding money. you can see them attack the clerk at the counter and escape with $1200 in cash. the other one happened in

early february in frankfurt and went into the equity mart and fired at the employees with two shots and able to take off with cash at the register. a different kind of theft. three men trusted to run a burlington county funeral home now accused of stealing from it. raymond, ronald and sean zail are accused of taking $1.3 million. the men who are related deposited the money into their personal bank accounts over the course of eight years. the funeral home closed in 2016. pennsylvania is telling ride sharing giant, uber, to pay up after a data breach exposed personal information of more than 57 million customers and drivers. the state attorney general's office filed a lawsuit for violating the communication law.

they knew about the breach more than a year but didn't announce it until last november. the lawsuit is looking to get more than $13 million in damages from uber. a new warning about a new season for hackers. >> not talking about christmas or new year's, tax season. the new target, tax forms filled with private data, name, social security number, income. in one hit, hackers can get all of that sensitive information. the irs is urging all tax preparers to be on alert. jeff rossen exposes the vulnerability some tax firms could have. find out how easy it is for hackers to get your information, what the irz is asking tax firms to protect it. damaging storms the company has ever dealt with. crews restored electricity to 200,000 homes around allentown. about 200,000 customers are still without electricity. stanley williams has been in the dark three days and feeling the frustration. generator in the garage, i have my refrigerator going and can hook my mime waive up. no television service or telephone or computer service. it's kind of rough. >> williams says he expects to have his power turned on by wednesday. now, the nbc10 first alert weather team is tracking a second major nor'easter entering our area as early as tomorrow night. >> very important to be prepared to protect yourself. what can we expect? >> we are looking at a storm pathway where snow totals are in some areas crippling. we will track you through the

storm as it gets to us. 44 in philadelphia, 45 in delaware, south jersey, you're also in mid-40s. these temperatures are falling to the 30s the next few hours. we will see around freezing for the temperatures overnight lows. current temperatures in philadelphia, airport reading, 44 degree mark and elkins park, 43. remember, it's been breezy today, still feeling the impacts of winds from last week. that is making it feel more like the 30s right now. layer up if you have plans today and tomorrow. temperatures warmer than today. 49 in philadelphia, 47 in the pennsylvania suburbs. cooler at the shore and 48 in delaware tomorrow. we will see increasing clouds in the afternoon. that's because the nor'easter will start approaching and the low starts developing to the south of us by tomorrow night. let's talk about it. there it is. we showed you radar a moment

ago. you can see how massive this system is to the west. currently, no impacts to us. this is at 7:00 a.m. tomorrow. look at that setup, all that snow and rain. that will trigger off the coastline of the carolinas the coastal low that will turn into a nor'easter. now, 7:30 in the evening. rain, light showers through philadelphia. suburbs mixing in with snow to the north. this continues wednesday night to the morning. we have a steadier snow starting to fall in lehigh valley and parts of the pennsylvania suburbs as well. that pink represents the mix of rain and snow and sleet falling through the i-95 corridor. that's for your early morning commute and rain in delaware and south jersey. temperatures will be warmer. that cold air will swipe in, a powerful system that starts wrapping winds around. look how close the center gets

to us. stronger winds wednesday. look at the deep blues, that indicates the heavier snow falling on the wednesday commute indicating heavier snow, and a difficult commute that doesn't get out of here until overnight hours and you will likely have issues on roadways. winds at the jersey shore and beaches. 40 miles an hour winds is enough for a weakened power line or trees. 25-35 is not what we saw friday but enough. 5-ten inches, lehigh valley, berks county. 3-6 inches and 1-4 across parts of south jersey and rain to an inch further south on the jersey shore and delaware beaches for totals. we're expecting that coastline

for the low pressure center. that will give us more rain south but heavier snow north. could this shift? the answer, yes, it could, if it's farther off the shoreline and may bring totals south and east but we're fairly confident it will set up along the i-95 corridor. bringing the presidential seal to his golf course. >> why president trump could face criminal charges for the branding. cases of the flu are still widespread across our area. there is a sign the deadly season could be slowing down. early indication, the new test that could give a red flag to alzheimer's disease years before symptoms begin.

negotiate. tariffs on steel for canada and mexico. the president says he wants to move forward with the plan. the trump administration could be in hot water after reportedly ordering golf equipment that has the presidential seal. according to a report, the organization ordered new tee markers for golf courses that carry the seal. that's illegal because the seal can only be used for official government business. delaware is beginning to see a drop in the number of flu cases. two weeks ago, close to 900 people went to the doctor with the flu. the week before that, there were 1500 cases. big difference there. according to the centers for disease control and prevention, the flu cases have peaked. there is hope for a disease with no cure. two researchers developed a blood test for diagnosing

the cleanup from last week's nor'easter is in full swing today as we prepare for another dose of mother nature. this is a scene we're seeing all over the region. large tree blocking the road. this is gypsy lane and lincoln drive. this tree in north wilmington split right down the middle during last week's storms. the wind ripped and stripped the siding off of homes, brought down power lines on some roads as well. >> as we clean up the existing storm damage, meteorologists are tracking another nor'easter that will be here in a matter of days. team coverage. george spencer is surveying the damage from our neighborhoods from skyforce10.

>> you should be preparing for it starting right now, right, krystal? >> absolutely. don't want to get caught in this storm especially during the evening commute wednesdays. we're looking at lehigh valley, berks county, pennsylvania suburbs, south jersey and northern delaware and newcastle county all under first alert for our next nor'easter moving through. it begins 4:00 a.m. thursday morning an last through thursday morning at 7:00 a.m. a little flip-flop on last friday's storm. instead of wind being the big impact it's the accumulating snow with the major impact of the commutes in the morning and evening on wednesday. if you have a tree branch dangling and you haven't taken it down yet, do so before wednesday so you can avoid something like a downed power line in your neighborhood or trees down in your front yard. take a look at radar and

see at the top of your screen, the who it peco trucks still working and you see along wayne avenue still being cleared up during this storm. it's not clear whether they fell during friday's peak of the storm or loosened in winds that followed. clearly the crews here, a lot of work to do, and it is still a very active situation, active in terms of impacting people's evening commute tonight. they are just now working to clear some of this wood and large tree cover right off the roadway here in northwest philadelphia. so the continuing impacts here on the ground for drivers, even as we prepare for that next storm coming up the middle of the week. that this is latest in sky 4 ten, george spencer, nbc10 news. two area lawmakers, different parties reaching across the aisle on new gun

safety legislation. the bill would require federal authorities to notify state law enforcement if someone lies while trying to buy a gun. >> this isn't the only background check. the question is, what can lawmakers agree on. lauren is looking into this live in the news center. how much of a chance does this new bill have? >> the good thing it has going for it, it is backed by republicans and democrats. you have to have 60 votes to pass the senate. that really is key. it is just one hurdle for any of the ideas looking to change this country's gun laws. >> this should not be bipartisan. it should not even be controversial. >> senators pat toomey and chris coombs pitching their new bipartisan bill as a place for common ground and common sense so much so coombs says his colleagues in washington might not need to vote on it calling for unanimous consent.

>> i find it impossible to think someone would not agree with this. >> reporter: it's just one of a slew of peoples coming after the deadly high school shooting in parkland, florida. >> do you think we will look back on parkland as when things changed? >> i think it will be the potential tipping point but not the only tipping point. >> reporter: bill rosenburg is a political science professor. we asked him about the options lawmakers have. >> reporter: what is realistic? >> i think we see a dancing around of what's realistic. >> reporter: he thinks banning bump stocks is doable and raising the age 18-21 to buy a gun. he doesn't think arming teachers will fly, some proposals seem non-starters even before they're made. >> senator, are there things on the republican side that won't make it.

yeah. if there's a robust debate and amendment undoubtedly there will be an amendment attempt to ban categories of popular and widely owned firearms that will get little or no republican support and that will fail. >> reporter: on the democratic side, senator chris coombs said he could not support what is known as concealed carry reciprocity, you get a permit in one state, good for all of the other states. that's something president trump said won't pass. one of the biggest factors in all of this is what he supports. live in the digital operations center. nbc10 news. a southwest philadelphia neighborhood will get major renovations due to a major grant for bartram village and surrounding neighborhoods to renovate homes and improve health and educational opportunities. it appears people are falling in

beginning next monday. surprise medical bills can financially swamp people recovering from illness or injury. now, new jersey lawmakers want tighter protections. today a lou that eliminates surprise out of network medical costs calls for clearer pricing, more consumer protection and a system for resolving billing disputes. medical facilities will be required to notify patients if they are out of network and list their standard charges for services. nbc10 responds is working to erase medical debt for people across our region. nbc10 and all nbcuniversal owned television stations teamed up with a nonprofit called rip medical debt buying medical debt from collection agencies for pennies on the dollar and forgives that debt.

could be very challenging. the first thing you should do is take a deep breath and carefully survey the damage to your vehicle. >> a gentleman came in, he had blood on his face. he said he managed to crawl out the window. >> that's just one of the scenarios from last friday. they're dealing with a lot of claims from our area. you need to act quickly to avoid a delay getting your car repaired. triple-a and the insurance institute say liability insurance covers crashes involving two or more cars caused by snowy and slippery roads and optional insurance covers tree limbs and take a picture of your car's damage. some insurance companies will ask you to upload the photos to their site along with your claim and check with your insure ir for the quickest way to file your claim. >> read your policy to see if

commutes in the middle of the week. >> no, we are not ready for round two. >> no, we're still cleaning up from round one. >> yeah. >> i remember last march we had the same thing happen. two storms within the same week. people asking is this weird to have two storms in march? looking like it could be a big snowmaker. let's talk about the outside conditions, savor the moment before it's covered by snow. back into the 30s, another chilly one for us. as we get to tomorrow, not bad, temperature-wise, 49 in fairmont. and berks county, upper 40s for forecast high temperatures. 48 in robbinsville and 48 in

wildwood. delaware at 45. look at the icons, partly cloudy to mostly cloudy conditions during the day. in the evening, clouds start to bulk up, a warning sign the nor'easter is knocking on the door. let's talk about the impacts. four categories, wind, coastal flooding, snow and timing. we're talking about wind. i know that was a big concern for last week's storm. we are looking for problems with power lines and trees because of last week's storm weakening it. if you have a potential branch, take it down before the storm does it for you. as for snow totals we are looking at accumulating snow. we have moderate confidence where the highest amounts will hit because the system is fluctuating. if it drops a little farther south or north that impacts the

totals. the wednesday commutes will be impacted, especially the evening commute. this is the timing, tuesday night, light snow showers north, light rain showers south, i-95 south. wednesday morning, steadier falling north and mixing on the i-95 corridor. why wednesday afternoon the heavier snow starts to fall going farther south. by wednesday night, lighter snow but the system is starting to exit. go to our model and, really, these temperatures will play a factor here. look at the map. tuesday night, there is mixing snow north and too far north farther south. wednesday morning we start to accumulate the snow as the center starts to creep up the coastline. the center of the storm is brushing up, winds are pushing up, deep blue indicates the heavier snow starting to fall and stick.
