concerns. we have full coverage. we're going to start with dylan dreyer who is in for al this morning. hey, dylan, good morning. >> good morning, guys. we certainly have been dealing with quite the system back through parts of the northern plains and the midwest where we have had whiteout, ground visible conditions where visibility has been drastically reduced. not just because of falling snow but blowing snow. some roads were shut down. roads were very, very icy. this is the picture that we're going to see move into the northeast. for now it is still sitting back across the midwest. we'll start to see lighter show in the chicago area. it weakens a bit as it moves, a couple of inches into chicago then strengthens into a nor'easter with 45 million people at risk for wintry weather with winter storm watches and winter storm warnings in effect across the northeast. this storm system will really get going especially by mid-morning on wednesday as it develops into this nor'easter with heavy precipitation, mostly snow with this storm and also

the gusty wind. this storm is different than the last storm we saw last week in that it's a fast mover. by thursday morning it's pretty much gone. we're not going to have to deal with huge coastal flooding threat. instead of winds gusting up to 70, they are 90 miles an hour. we'll see them gust closer to 30 to 50 miles an hour. however, there is much more snow with this system. it's that rain/snow line right through boston, right through new york, that's making this a little uncertain vite now. there's a pretty good bet we can see 5 to 10 inches in new york city, 3 to 6 in boston. if this shifts farther southeast we could be upping these snowfall totals. it is going to be a snowstorm going into wednesday. craig. >> dylan, you mentioned there, this new storm is going to deal another blow to millions still dealing with lingering problems from last week's nor'easter. nbc's kristen dahlgren in westchester, new york. good morning to you. >> hey, good morning, craig. you can see just how much damage still has to be cleaned up after friday's storm here in

westchester the power company estimates it will get everybody up and running with their power by 11:00 p.m. tonight. that is just hours before the snow starts again, so the timing on this couldn't be worse. this morning a powerful one-two punch from mother nature as northeast braces for its second winter storm in less than a week. another round of heavy snow and whipping winds expected to hit the battered region still struggling to recover from last week's crippling nor'easter. from virginia to massachusetts, more than 100,000 customers remain in the dark. crews now racing against the clock to restore power in time for the next blow. >> we've got 400 mutual aid crews right now, we expect more to come in as the days go on because we know the other storm is coming. >> in new york some residents facing their fourth day without electricity. >> how cold is it in here? >> 46 and dropping. >> could you stay in here? >> no. >> steve has been staying at a hotel with his family and fears the looming storm could cause

even bigger problems than a frig full of spoiled food. >> i'm worried about the pipes breaking. hopefully it doesn't get too much lower in temperature depending when they put the power back on. >> along with power outages the storm may cause more flooding along the coast. a heightened sense of urgency in massachusetts where crews work quickly to stop water from pouring into the coastal community of duxbury after a break in the seawall. >> a barrier beach. you start losing saw wall, ground, you start losing houses. >> an area hoping for the best with another nor'easter on the way. >> the fear is that heavy wet snow coming down could bring down more trees and power lines already weakened. so just a terrible situation going into tomorrow. people here really on edge, guys. >> unwelcome news indeed this morning. kristen, thank you. also this morning we have breaking news in the north korean crisis. it's coming out of rare talks between the rogue nation and south korea.

nbc's kelly cobiella in seoul. kelly, what can you tell us about this? >> reporter: hoda, potentially major breakthrough coming out this morning if you believe the south koreans. this is coming after the south korea delegation headed to pyongyang had a face-to-face with the north korean leader kim jong-un. a four-plus hour meeting with north korean leader that delegation back in seoul and the head of the delegates, south korea's national security chief announcing just within the past hour or so that north korea is willing to denuclear rises the peninsula. north korea has no reason to possess nuclear weapons when military threats are resolved and when north korea's regime is guaranteed. he also said that north korea has said they are willing to talk to the united states about denuclearization and about

normalizing relations with the u.s. and further, that north korea is willing to suspend all of those missile and nuclear tests as long as talks are ongoing. this, of course, coming out this morning, potentially, as i said, a major breakthrough if the north koreans do follow through. hoda, it has to be noted the u.s. has been down this road before more than a decade ago, those six-party talks that broke down in 2007. hoda. >> kelly, thank you. i know you're going to stay on top of this. a lot to get to, new allegations tied to the russian meddling investigation, this as president trump locked in a face-off with lawmakers with his own party on capitol hill. more on that in a moment. first nbc's kristen welker at the white house. good morning. >> reporter: craig, good morning to you. the president looking to reset after a chaotic series of days. one of his former campaign aides is turning up the heat.

sam nunberg has become the former adviser to suggest candidate trump may have done something wrong. the white house insisting he doesn't know what he's talking about. this morning as the russia probe intensifies former trump campaign aide is sending mixed signals whether he'll comply with subpoena from special counsel mueller's team, even taunting him in a series of interviews monday. >> they are not going to send me to jail. you know what, if mr. mueller wants to send me to jail, he can send me to jail and then i'll laugh about it. >> reporter: telling nbc news he'll likely cooperate with investigators in the end. a defiant nunberg saying he wouldn't turn over testimony or e-mails. >> it's a witch hunt and i'm not going to cooperate. >> he repeatedly suggesting mr. trump may have engaged in wrongdoing during the campaign telling katy tur on nbc. >> i want to hear directly from

trump for violating a confidentiality agreement. the case was settled in 2016. >> your reaction? >> i definitely think he doesn't know that for sure. he's incorrect. as we said many times before there was no conclusion with the trump campaign. >> all this amid new developments in the controversy surrounding that payment from president trump's longtime lawyer mike cohen to adult film actress stormy daniels. he acknowledged facilitateing a payment of $130,000 to the poor star just days before the 2016 election. "the wall street journal" reports the bank used to make the payment flagged it as suspicious and reported it to the treasury department. the president's press secretary asked whether mr. trump knew daniels received money from cohen. >> not that i know. >> president trump denied any sexual encounter with daniels. the banks involved in the transaction aren't commenting. telling the journal the story is fake news. we reached out to nunberg again

to tragic mass shooting at margerie douglas stoneman high school. on duty in parkland with the latest on that, kerry, good morning to you. >> reporter: good morning, craig. overpass the state senate narrowly passed a wide ranging bill but this fight is far from over. with only four days left in the state legislative session it now moves to the house where this bill faces significant hurdles. >> so by your vote, the bill passes. >> this morning in florida proponents of a wide ranging gun bill are celebrating. the controversial legislation squeaking through the state senate by just two votes. many parents whose children were killed at the parkland school banded together to support the bill designed to make student safe in their classrooms. >> everybody wants their child to be safe in school. >> ryan petty is the father of 14-year-old elina petty one of 17 killed in the valentine's day rampage. >> we have the ability in florida to secure our schools, so why wouldn't we do that?

>> we want to see common sense reforms. we know in the state of florida this is what we can get passed. >> but the bill is controversial on both sides of the debate. the most polarizing provision sets up a voluntary program that allows trained teachers to be armed. at the last minute that was scaled back limiting the program to teachers who perform other duties like coaching or counseling. the bill also raises minimum age for buying firearms to 21, imposes a three-day waiting period for gun purchases, bans bump stocks and establishes new mental health programs in schools. many parents and students wanted to see a total ban on assault-style weapons but they learned a hard civics lesson. >> i feel like we're giving in on a premise that the instrument is the problem but it's not. it's the violent culture, the violent person. >> reporter: in the end the assault weapons ban was stripped from this bill? >> do i think this bill goes far

enough? in. no, i don't. what i disagree with more is the idea of our allowing the great to be the enemy of the good. >> florida law does not allow cities or complaints to pass their own gun laws. elected officials who do so can be fined or removed from office. some say without stronger action by the legislature, they are prepared to act. >> i'm propping an ordinance that will ban anyone with firearms in city facilities or offices. i'm prepared to put the bill where my mouth is. >> even if it costs your job and $5,000 out of your own pocket. >> i'm prepared to do that, yes. >> in the wake of the school shooting student survivors demanded an assault weapons ban. one survivor tweeting in part, now is not the time to be complacent. now we keep fighting. the bill moves to the house will be heavily debated today. craig. >> kerry sanders for us. kerry, thank you. now to a very scary incident

on a passenger plane. an unruly passenger subdued after she reportedly tried to open the cabin door during a flight. tom costello covers aviation for us. tom, tell us about this one. >> some tense moments at 35,000 feet. a female passenger got out of her seat screaming she's god and tried to frantically open the cabin door. other passengers intervened and restrained her until they were on the ground. >> i am god, i am god, i am god. >> cell phone video captured the paepg at the center of a frightening ordeal in the air. sky west 5449 traveling from san francisco to boise, idaho, a woman started acting erratically. danny torres a few seats away. >> she got up and ran to the cabin door and she tried to open it mid flight. it was scary. everyone was confused. >> reporter: witnesses say the

woman who appeared to be suffering from a mental emergency wouldn't stop until another passenger grabbed her and restrained her on the cabin floor. >> the pilot came on and told us to stop her at all costs to keep her from opening the door. >> they may have been frightened but weren't in danger. aviation said opening a cabin door in midair is extremely difficult because of air pressurization. with help of flight attendants another passenger tied her feet and kept her secure until landed and police came in. no one was hurt and all the passengers able to safely deplane. boise police arrested the woman. they tell us she's being medically evaluated and the case will be turned over to prosecutors to decide whether to file charges. >> thank you very much. we have dylan dreyer back with the rest of the forecast. >> the rest of the country, eastern half of the country dealing with this next storm system. we're stemming stormy conditions

>> reporter: skripal convicted in russia in 2006 as double agent for british intelligence. in 2010 he was exchanged in a spy swap for 10 alleged russian agents in the u.s. among them, anna chapman. this case eerily similar to the murder of former russian spy poisoned at a london hotel with initially unexplained substance. it turned out his tea was laced with hard to detect radioactive substance. he was among many influential russians to die suddenly overseas. in november 2015, a former adviser to president putin was found in a hotel room in washington with blunt force injuries. investigators said the death was accidental. in february last year, russia's ambassador to the u.n. collapsed in new york of an apparent heart attack. he's one of a number of russian diplomats who died in strange circumstances. >> the russians have developed the art of assassination in a

rocking the sport of gymnastics. >> a new accuser against dr. larry nassar is sharing his story. nbc stephanie gosk spoke to him exclusive. hey, steph, good morning. >> good morning. at two separate sentencing hearings hundreds of accusers stood face-to-face with former dr. larry nassar telling their stories, all of them women. this morning a young man is going public with what he says nassar did to him hoping his story will inspire other victims to come forward. >> i help he rots in hell. >> he was just 16 when he said former gymnastics dr. larry nassar abused him. >> i wasn't a dumb kid. i knew kind of what medical practices were, and that one was out of the ordinary. >> moore says nassar treated him for a shoulder injury in the basement of his home, at one point using acupuncture needles

on his pubic area while a female gymnast was asked if she had seen a male body part. >> i felt uncomfortable. >> when allegations became public moore tried to find some explanation for his treatment. >> having found nothing, i kind of freaked out. it was just very shocking. >> now moore is suing nassar saying in a civil complaint, the conduct of dr. nassar was sexual assault, battery, abuse, molestation and harassment. nassar is expected to spend the rest of his life in prison after pleading guilty to possessing child pornography and molesting 10 girls but he stands accused of assaulting hundreds more including moore's sister cameron who mentioned her brother in her own victim impact statement at nassar's sentencing hearing in january. >> he pulled his pants slightly down to expose him in front of

one of your other female victims. my whole family was fooled by you. >> me and my sister relate over being abused. >> claim lawyers, michigan state university are responsible. >> nassar could not have done what he did without the complicit of each and every one of these organizations. >> usa gymnastics would not comment specifically on the lawsuit but says in a statement, we are very sorry that any athlete has been hurt by the despicable crimes of larry nassar. adding, usa gymnastics is committed to doing everything we can to prevent this from happening again. michigan state did not respond to our request for comment but in january said, we are committed to continuing to support those in our community affected by these terrible crimes. while some of the alleged victims are only just coming to terms with what happened to them. >> so that's just really sickening to me that he would violate a trust like that and the things that he did were just

miles an hour. in boston, gusts near 40. it's going to be windy. with the ground already saturated and with so many trees already kind of on the brink, we certainly could see more power outages and downed trees. as for flooding, this is a fast moving storm. we're not going to see as much coastal flooding as we saw with the last storm but we will see a minor storm surge and that could lead to flooding up and down the coast. as for snowfall totals, this storm is certainly going to produce more snow for the cities than it did last time. there is a possibility we could see 9 to 10" of snow in new york city. up into post right on the rain/snow line. still a little uncertain for snowfall totals. we're forecasting 3 to 6, hardford, 10 to 16, philly, we'll adjust this as it gets closer. >> dylan, thank you. a former campaign aide says he thinks president trump might have done something during
