round 2 r we're barry recovering from the first winter storm, now another one is on our doorstep. we have you covered with the timing and the snow totalals. erchts delivery driver shot a kbrand fwheerth was attacked while he's just trying to earn money for his family. this morning, what police are doing to find the person who pulled trigger. and face-to-face, temple university sits down with north university neighbors who sat down with people who could change their lives and homes forever. >> announcer: nbc 10 news starts now. right now at 11:00 the two powerful storm sums see right there on the radar are about to join forces and bring a second round of nasty weather our way.

rain, wind, and snow will once again pound our region. i'm erin coleman. this storm will not be the same as the one that did so much damage last week, but it can still bring down trees and power lines as our area struggles to recover from last friday's nor'easter. depending where you'll live you'll see a wide range of snow and rain. the poconos will get a lot of snow and the shore will see more rain than snow. we're start with brittney shipp and what you can expect today. brittany. >> you can expect our first alert go in effect at 11:00 p.m. we do expect to see light rain and depending where you are light snow as early as tonight. the first alert is in effect with the exception of the shore. it starts at 10:00 p.m. tonight and goes until 7:30 a.m. we start to see accumulating heavy snow. this will mess up your morning commute and we expect to see

wind gusts of the 40 miles per hour which could bring down trees and power lines. our radar shot right now is nice and clear. we do expect late trien start theng and, again, that first alert goes into effect at 11:00 p.m. you should start making your plans now. swend goi wednesday is going to be filled with dangerous driving conditions. a closer look at the first piece of the system as it continues to move closer to us as we go through today, we will see another coastal low move up as well as the two interactive will start to see cold coming in on the back end. that's high it will take us a while to see the light rain switching over to snow, but once it storts overnight tonight heading into tomorrow, we have a nor easter on our hands. this evening light snow showers toward the north of philadelphia, rain showers to the south. by tomorrow morning we have steadier snow to the north mixg near i-95 by afternoon. that's when we'll see the heaviest snow. but for a closer look, we'll send it over to meteorologist

steve sosna. steve. >> good morning. certain neighborhoods will be hit worse than others in terms of snowfall, and one neighborhood at that the will be the lehigh valley and you in allentown. you'll be using our cameras all day tomorrow. allentown, you have sunshine for now but the clouds will gather in afternoon. by 7:00 this evening there's that wall of snow off to the west and southwest. look what happens. by 8:00 you already see the punk colors arriving. that's a mixture of snow, sleet and rain. you're tuning into tammy tonight for the latest information. we're look at snow mixed with sleet here in our northern and western suburbs. as we go through the early morning hours tomorrow morning there are one is spot that will have snow to start with. snow will be sticking on the ground in the lehigh valley, berks county at 4:00 a.m. and continue through 9:00 a.m. and then the heavy thump of snow comes in from 1:00 in the afternoon through 3:00, 4:00, 5:00. and then it will slowly taper

off. you can see some of the wind speeds gusting 30 to 40 miles per hour. let's break down your totals here in berks county and lehigh valley. places like allentown, easton, nazareth, you're going to be seeing that 7 to 12 inch total, not to mention reading. over towards marion, strausstown, anywhere in berks and lehigh county 7 to 12 inches of snow. we're look at 5 to 9 inches of snow in areas like coatesville, west ghosha, norristown, plymouth meet, in abington you're in that 5 to 9 inch range. bucks county you will be in the 5 to 9 inch rain of heavy, wet, sloppy snow. we gave you the lehigh valley and the suburbs. we're fwrak cown for philadelphia, south jersey and delaware in the next half hour. >> this is a one-two punch for many in our area. this looming second storm could slow down crews working to get lights back on after the first storm. cleanup in and around

philadelphia seems to be an never ending project. crews were clearing away limbs from fallen trees overnight to help traffic flow and restore power. here are the latest outage numbers. peko rorgtd 20,000 customers are still in the dark and cold. ppl has 1500 homes and business offline, scattered outages remain for del mar va, ac electric and pc&g customers. dray is out there with frustrated homeowners. dray. >> reporter: this is a urban avenue here, one of those blocks where people are still living without power in the is the problem. large trees that were ripped up from the root when that nor'easter came blowing through town last week. and what goes up must tomb down. and when this tree came crashing down last week, it brought down power lines and knocked out power. now over here you can see forest rangers now trying to get this mess cleaned up in the treat.

meanwhile, people living here on the block are just trying to get through another day without power and heat. in norwood, delaware county, it's been five days of. >> holy hell. >> patricia has no power, a heart condition, and a family of exotic birds had cares for. she has no place else to go. it's been five long days and nights of shivering and waiting for the lights and heat to come back on. >> i wear three pairs. pants, plan innels, hat, gloves on to sleep and it's cold. it's still cold. >> sioux trent says the temperature inside hoer home is unbearable. >> 46 degrees. it's too cold. >> she's packed and heading to her son's apartment. no one really knows when the power will be restored. >> we keep turning things on thinking the lights are going to go on, we can do stuff and you can't so it drives you crazy. you have to get out. >> across delaware county at last check according to peco, more than 9,500 homes still don't have power.

power crews are spread thin removing and replacing damaged poles and wires. elsewhere, state forest managers have brought in chainsaws and dhoirps get trees off the streets. and with another storm now bearing down, people still living in the cold and dark fear life may not get back to normal for several more days. mother nature certainly leaving a mark of misery across the region. >> i'm afraid of my pipes freezing in the house. and having more damage. so i don't know. >> now this pile of mess right here is the park ranger say they will -- or forest rangers say they will not touch this in the is something that peco and the homeowner will have to deal with. their job is tro try to get the streets clear so that if there's an emergency crews can get through here. but, erin, your right a moment ago when you mentioned about that storm come through again.

gunman. new overnight in montgomery county fire ripped through a home in lower potsville this morning. firefighters race to the scene at high street and south park road just before midnight. they got flames under control about 90 minutes later. no one was hurt. temple university administrators will talk with members of the surrounding community today about the next steps for its stadium fro pro ject. since the proposal of the stadium two years ago, opponents of the project havallied. those opponents say a new stadium will likely lead to more trash and traffic and force residents out of their homes. the town hall meeting is tonight at 6:30 inside mitten hall. the wells fargo center is getting a face list this summer. they made the announce meant yesterday, the upgrades will include more than 150 led screens, 8,000 new seats with cup holders, and expanded food and beverage options. here are before and after

approaching that westbound side. no delays there. some previous storm damage still in place out in blue bell, downed trees and kablds on blue bell pike and not too far away in plith mum meeting some downed lines on butler pike and jolly road. chaos on an ohio street, a bus plowed into a row of parked cars. what witnesses say the driver was doing moments before the accident happened. and will he or won't he, a former trump aide is saying he knows trump did something wrong, but will he be talking to the special prosecutor? and we have another nor'easter on the way. i'm tracking what to expect when you head home from work today and what's in store as we go into tomorrow. all the details are coming up right after the break.

another large nor'easter is set to cross our area starting tonight. this is a look at the nbc 10 radar. as we track this storm, everything from snow to rain will fall. meteorologist brittney shipp and steve sosna will be back in a few minutes with the latest on the timing and totals for your neighborhood. south korea says north korea wants to have talks with the u.s. and if that happens, the north korea will impose a moratorium on tests of nuclear weapons and missiles. north korea's state broadcaster aired video of the meeting between kim jong-un and a south korean delegation. the two sides also agreed to set up i hotline between their leaders to reduce tensions.

president trump commented on the north's potential denuclearization. the president tweeted that it's possible progress but might also be false hope. a former trump campaign aide now appears to be reversion himself after he spent a day vowing to fight a grand jury subpoena in the russian investigation. >> mr. trump's right, the president's right, it's a witch hunt. and i'm not going to cooperate. >> in an interview on msnbc yesterday, sam nunberg said wouldn't appear before a grand jury or turn over documents in the campaign. then he told nbc news last night he would probably cooperate with special counsel robert mueller. during that interview, nunberg also suggested then candidate donald trump may have actually done something wrong during the campaign. listen. >> do you think that they have something on the president? >> i think they may. >> why? >> i think that they may have done something during the election, but i don't know that

for sure. >> why do you think that? >> i can't explain it unless you were in there. >> the white house fired back saying nunberg only served the campaign in the early days and that he's incorrect. the white house press secretary reaffirmed that there was no collusion between the campaign and russia. well, new this morning president trump is commenting on staff shakeups at the white house. the president tweeted the new narrative is that there is chaos in the white house. wrong. i still have some people that i want to change always seeking perfection. there is no chaos, only great energy. president trump's comments come after the resition nation of communications director hope hicks and reports that national security adviser h.r. mcmaster is on his way out. well, new dash cam video shows a bus plowing into a row of parked cars in dayton, ohio. the bus veered to the right, slams into three cars. this is all early yesterday morning. one car went flying into the air and landed on its side. one passenger on the bus has

minor injuries. witnesses told authorities they saw the bus driver on the phone before the crash. >> announcer: now your nbc 10 first alert weather. and i'm first alert meteorologist brittney shipp. here are your quick headlines about the next nor'easter heading our way. the first thing is we'll see accumulating heavy snow. wind gusts up to 40 miles per hour, messy commutes for your bend morning and especially wednesday evening with our wind gusts at their peak height tomorrow afternoon. closer look at the radar it shows we're just seeing a few clouds which will incruise throughout the day then later on rain is going to start after 6:00, 7:00. this is part of the system right now, you can see it's bringing snow to parts of chicago. it will continue to track to the east and we'll see this next system, this coastal low organize. the two are going to combine and that's where we'll get our nor'easter from. we'll see that cold air coming through on the back end and

that's when the rain will switch over to snow. let's time it out four. by 5:00 we have a chance for little bit of light rainneer doildstown, potsville, reading. it looks to be dry in allentown, and south jersey. it will take a while for this system to get going. by 9:00 could you see light rain and wintry mix over philadelphia. overnight we'll have more widespread pretiptation and that will set us up for a messy commute for wednesday. as we get into the afternoon, that's when we start to see the steady, heavy snow coming dund our temperatures also dropping. cold enough to support the snow, especially for parts of allentown, reading, pottstown, philadelphia still close to mid-30s around noon but that rain/snow line continues to sink to the south so millville at noon will see a chance of of a wintry mix. this continues through your evening commute. 6:00 we have steady snow from mount holly, philadelphia, pottstown, allentown and a

rain/snow line gets all wait down to atlantic city. parts of the show like cape may could only see rainfall with this system, you, but we will still see wind speeds close to 40 miles per hour as you're trying to get home fro work. the next thing you'll see right around 9:00 a lot of system is going to track away from us and pull away. this is a quick-moving system. it's not as intense with what we saw as the last nor'easter but with our saturated soil, trees coming down, power lines coming down, it's not going to take much. even those 40 miles per hour wind gusts, those are going to be a concern for us. the areas in hot pink under a winter storm warning which means this is where we're going to get our heavy accumulating snow. we also have a winter storm watch for parts of delaware and our south jersey suburb. let's break down our storm totals four. we expect to see maybe an inch in atlantic city, two 2 to 6 inches closer to philadelphia. pa suburbs north and west of philadelphia in the 5 to 9 inch category. and then the lehigh valley should pick up the most snow,

anywhere between 7 to 12 inches of snowfall. again, the most concerning thing with this system, it's going to start to rev up right over your evening commute in the afternoon hours and so that's our main concern as we start to see those wind gusts closer to 40 miles per hour. that's going to decrease your visibility. today is going toob relatively easy. we'll see temperatures right now in the 40s. we'll eventually post to the mid to high 40s, and then even as we head into the rest of the today won't be too bad. but after 6:00 that's when we'll see that light rain moving in and for some locations it will be light snow as well. >> and we have to pay attention, though, to that line where -- if it moves further east or west, the rain/snow line. >> these situations are fluid so that's why there can be changes right up to the storm. like last friday that quick surprise, that thump of snow. so that can be happen tomorrow. whenever you get these strong storm systems, that vain rain/snow line can collapse. we don't want people to be deceived the morning hours not to bad because as soon as you

first alert weather. >> here we go again, another nor easter is getting set to slam our area with rain, snow, and wind. where you live will make a big difference in how much snow you see with this storm. count on the nbc team of meteorologist to help you prepare for this next round. meteorologist steve sosna has your neighborhood by neighborhood frft but we begin with brittney shipp on the latest on the storm's track. brittany. >> the storm track is going to hit us as we go into our overnight hours into tomorrow. today will be dry and cloudy but by the time you get ready to head home from work you'll see light rain depending where you live. in the lehigh valley we have light rain and the even the possibility of light snow. but the main system does not get here until we head into our early morning hours tomorrow. that's why most of the area is under a first alert starting tonight at 11:00 p.m. until thursday at 7:00 a.m. what we're basically expecting to see with this system, accumulating heavy snow, messy commutes during the morning and

afternoon. gusty wind speeds up to about 40 miles per hour that could bring down trees and power lines. we could see yet another round of power outages. our radar shot right now showing us increasing clouds, just a little bit of cloudiness through philadelphia out through reading. . that first alert goes out at 11:00 and the lighter rain in the evening. you'll see a lot of the snow make its way closer to us and this sets us up for the timing. tonight, light snow showers to the north, rain showers to the south. by tomorrow morning we have steady or snow in the lehigh valley, some of our pxtd a. suburbs. more of a wintry mix on i-95. the afternoon is when we'll see the leaf jest snow, wind gusts about 60 miles per hour. you'll see the mixing line dropping to south. and then this system is going to quickly move away as we head into tomorrow night as well. for a closer look at what you can expect neighborhood by

neighborhood, we're going to send it over to steve sosna. steve. >> last half hour we checked out the lehigh valley and the suburbs, this half hour we'll do south jersey and philadelphia. tomorrow afternoon and evening even areas like i-95 when we show you those cameras we will be dealing with snow ever had kund rains. green is the rain, pink is a mix. notice how we go back and forth here in philadelphia. wind speed is not as bad. by 4:00 a.m. we'll dealing with the mixture and that may continue through a good chunk the morning. we may not see a lot of snow on the ground during the morning hours. but in the afternoon we flip over to that thumping snow, 1 to 2 inches per hour rates possible here across areas along the river, up through philadelphia county and southern montgomery county. by 5:00 it's still cranking but that's the worst of the storm. and knots how it tarps off by later in the evening. cape may, new jersey, your

neighborhood will get hit a little bit differently out of this system. we're looking at mayly rain here, especially for the start. by 8:00 tonight showers moving in. 11:00 and through the overnight hours, that's white accumulation numbers are lower. but we need to keep an eye on tomorrow afternoon. that rain/snow line collapses and just how quick that i occurs will determine whether you get barely any snowfall or a couple inches. so your snowfall accumulation forecast we're a little bit less confident in and that's why you need to check back each hour. 2 to 6 inches of snow through philadelphia and south jersey and then down towards the shore points you there can see mostly rain but keep checking back. brittany will be back with your exclusive ten day forecast show what you we have for storm number two in a bit. while we wait for the next storm to hit, many frustrated folks are still waiting for the power to come on from the last storm. let's check back in with dray clark. he's in norwood talking with some of those people hit hard.

dray, a lot of people still in the dark where you are. >> reporter: you're exactly right. good morning again to you, erin. it's a complete mess here. in front of me you can see this pile of tree limbs and branches and then you have power lines that are actually spread here across the street. people have been here now without power for at least four days, and this is really where the problem started. take a look at that big tree across the yard. it came crashing down on friday night and when that happened, it also tore down the power lines. people said they were told that the power might come back on tonight but now with the storm bearing down they're concerned that the restoration process might be backed up even more. a lot of tree limbs down here on this block. peco again have crews spreads out across delaware county moving as quickly as they can here. meanwhile, some of the people we've spoken to this morning are still living in their homes without power. they are sleeping with gloves

and hats and with blankets. others are now staying with relatives, but it's not only the power they've lost, they've also lost other things. >> we made some calls just to make sure everybody was okay and, you know, the next day we had to empty all the fridges, the freezers, pack it between my house and my sister's and they threw what? six bags. >> six bags of groceries away. >> of groceries away. >> reporter: that's the other factor, so many people losing food because of their freezers and refrigerators don't have power. meanwhile back here on urban avenue, the state forest rangers were here a moment ago. they took and break down and chainsawed some of those trees and leaving a pile here on the sidewalk and then used a chipper to take away the rest. their job really is to try to clear these streets so that in the event of an emergency, crews can get through here. but unfortunately, they can't get through here regardless because you still have so many power lines here.

happening now in montgomery county, bill cosby's back in court for day two of a pretrial hearing in his sexual assault case. pamela osborne is live in the breaking news center with what's expected to happen in court today. pam. >> reporter: right now they're still on the issue of whether to allow 19 additional women to testify against cosby. we're expecting a judge to decide on that later today, but for now the prosecution is arguing for those witnesses to be heard because they say their testimony will show a pattern of abuse. the defense disagrees arguing that claims -- the claims rather of those 19 women have not been proven or charged. cosby's legal team will also keep fighting to keep a civil suit out of the retrial. cosby say kuds of sexually assaulting constand in 2004 but they say they can prove that cosby was nowhere near her when she claims the alleged assault took place.

the first trial ended with a hung jury last june. he's pleaded not guilty. worth mention, that cosby's attorneys tried yesterday to have the entire case thrown out of court, but it's moving forward with jury selection zed scheduled to start on march 29th. in the breaking news center, i'm pam lar laoz barn. an 18-year-old gymnast is now the first man to public li accuse former olympic dr. larry nasser of sexual abuse. he says nasser abused him when he was a minor under the guise of medical treatment. he decided to come forward after more than 150 women testified against nasser during his sentencing hearing in january. jacob's sister cameron was one of the women who told her story. this morning jacob appeared on megyn celly to talk about why it was so important for all of them to speak out. >> i hope it never happens again. no one should have to go through this and so, you know, to kind

of come out and, you know, try to do the right thing is, you know, that's really important to me. >> nasser pleaded guilty to ten counts of criminal sexual conduct and child importantgrappornography charges. he will spend the rest of his life in prison. this morning, we have the governor's race. they'll be vying for votes tonight. we're live there at the center where the three cand dits just wrapped up a dibait. lauren. >> reporter: this is the first time that we're hearing from all three of these candidates in philadelphia as part of a debate. there's just a little more than two months left before the primary election. that happens on may 15th. now the three republican candidates were lauraels worth, an attorney from the pittsburgh area, paul mango, also a businessman from the pittsburgh area aband scott wagner who's a state senator and the owner of a waste company in york county. this debate was put on by the

the main differences i-95 corridor to the north and west expected to get more snow than folks here in parts of south jersey and northern delaware. wind gusts will stay strong throughout the day so expect wind gusts to get closer to 40 miles per hour and stay that way for a few hours throughout the afternoon and early evening. now let's time it all out for you as we go into the rest of tonight, although today is going to be dry with lots of cloud. by 5:00 now we're seeing a chance of a little bit of light rain in northeast philly, pottstown, stretching out to reading. and the 9 clock hour we have a chance to see light snow here mainly for parts of reading and the lehigh valley. the big thing is going to be our commutes for tomorrow. by 6:00 a.m. tomorrow morning we are seeing accumulating snow in allentown, raed, pottstown. still a wintry mix for philadelphia which still is not great driving conditions as you're trying to get to work. we'll see rain for millville,

down towards atlantic city and cape may. as we continue to go through the day for your lunch hour, look how everything changes. s with as we continue to see cold air filtering in on the backside of the system, then all the temperatures drop and we get the steady snow coming down over trenton, mount holly, philly, now wilmington, the lehigh valley will see that snow accumulating and the rain/snow line will continue to shift to the south. now we're seeing it stretch from millville up to toms river. but a few downpours over atlantic city and cape mow over 1:00. the worst is going to be over your evening commute where we'll see the dark blues here, heavy snow coming down, also our wind guftss will be right around 40 miles per hour. looks like we'll start to see rain for wilmington over that evening commute but if you're closer to that i-95 corridor we'll see those really heavy rainfall amounts. look how it's all going to and you for us. 7 to 12 inches for allentown, 5

to 9 for our suburbs to the north and west of philadelphia, 2 to 6 on philadelphia, and then of course if you're closer to the shore, atlantic city we're not going to see as much. it depends on where you are and the time of when this system is going to move in. >> that's something that you guys are really looking at neighborhood by neighborhood to see what we're going to see. >> right. certain neighborhoods we have higher snow forecast than others. lehigh valley, it's a slam dunk you're going to be mostly snow. where the questions come into play is philadelphia, how quickly do we change over. that's why you see that range, that 5 to 9. if we have more of the mix it's five, less of the mix it's 9. best way to combat this tomorrow is have the nbc 10 apple send push alerts and give you updates on the day and how it's unfolding that way if you're busy multi tasking you'll get that alert. >> and the final thing is the wound wind. the winds are going to be strong, trees and power lines those are our concerns.
