more snow, rain and winds. many neighborhoods waking up to a feeling of wet snow already on it ground. this storm will be with us into the evening, many, many hour. and how much snow you get depends on where you live. good morning, this is nbc 10 news today. i'm tracy davidson. >> and i'm vai sikehema. we have issued afirst alert because of the conditions out there this morning. slippery roads, of course. many city and state offices are closed today. >> so are nearly 700 schools. the full list of school closures running at the bottom of your screen and you can check for nbc 10 for updates. the conditions on the roads a well, we begin with meteorologist brittney shipp. >> we do have a fets alefirst at

in effect. it virtually the entire area is under this first alert. we expect to see accumulating snow. this is going to be heavy, wet snow that sticks to power lines and tree limbs. so we could see even more power outages. and heavy snow is going to decrease your visibility as you're driving around. it's slippery on some our sidewalks. we can't emphasize to be careful whether you're walking or driving. we're already seeing a good amount of precipitation over the area. atlantic city down to cape may, dover all seeing rain. but we're seeing steady snow come down especially over parts of philadelphia here. good thing is on 95, some of our major roadways it's not sticking yet. but, again as, we go through our day here we'll start to see accumulation. then we also have a few dry pockets just starting to fill in. it depends on where you are but

most of the area now seeing something. snow in poconos, snow in allentown. we saw a bit of rain here in reading. it's now starting to see switchover to snow. as we go through the day i'll continue tracking where the snowfall is. now we want to check in with jessica. the roadways are going to be the big story for today. >> watching them for you all morning long. to start our cameras around woodhaven road. you can see not a lot of volume out there, but looks like it's getting a little lighter outside so at least you can see our situation better on those cameras. most of the majors at least look a little more slushy and slippery in most spots. we're seeing the accumulation off into the shoulders and grassy areas. these are pretreated and being plowed or driven on with more volume, of course.

watch agdisabled vehicle, which is something we'll see a lot of this morning especially according those slippery spots. out in upper marion we're watching this one, though and watch for slippery spots. new video in montgomery county showing the first of the snow that started falling overnight outside the nbc 10 studios this morning. you can see the snow falling there overnight. mostly on the trees and on the grass. the streets and the parking lots mostly slushy. and tree limbs sneaking up on drivers on parts of belmont avenue. that's not far from the schuylkill expressway. at least one blocked part of the roadway there. very dangerous if you're out there. be careful. now to delaware county where thousands of people there are still facing the dark.

>> reporter: peco says just more than 3,000 people still without power here in delaware county as this new system starts to move in. it's that snowball snow that makes your glove sticky when you touch it. this is the issue we're going to face going forward. this heavy, wet snow on trees, on power lines that could lead to even more outages. but the good news is at least in delaware county, take a look. the roads are relatively clear. look at all the cars, trucks, they're completely covered with snow. as you get up this morning you're going to have to clear all of this out. and as we look up to the power lines above, that is our concern. especially in places like delaware going forward you could see even more outages. you live in norwood so you lost power during that storm. >> we got it back about 10:00 saturday morning. >> reporter: but some of your neighbors still don't have

electricity? >> exactly. right around the corner. >> reporter: you work at a super market? >> yes, i do. >> reporter: what's that been like? >> the last couple of days have been so crazy. and i'm thinking to myself these people are buying so much, and if they lost power again, they lost it for three or four days and some aren't going to get it back for a couple of days yet. >> reporter: the shift change is under way, so that should help. they don't have any power outages to report from this new system that's begun moving in. but it's still quite early. that could change as people across the area keep an eye on those branches and trees in their front yard. randy gyllenhaal, nbc 10 news. from snow to a flooding concern. a coastal flood advisory in effect for delaware river this morning. and seeing that water. take a look at penns landing,

drivers going through that water which is exactly what the city of office management reminds people not to do. not safe to drive through high-water like that. now let's start next about snow. a snow emergency takes effect in the city of philadelphia, which means the city will tow cars parked along snow emergency routes, so you've got to get them off those routes. >> shortly after winter weather made its way into philadelphia snow snowplows started making their way through the schuylkill expressway this morning. here's a live look at cape may. you can see wet roads there. they'll see mostly rain, windy conditions through the day. beach erosion is a concern. that area took a beating during last week's nor'easter. today's worry is that this new storm could pound the storm

again increasing the potential there. how much snow you get varies, of course, by neighborhood. >> this is why we have neighborhood weather and we have team coverage in the first alert weather center this morning. let's get right to meteorologist brittney shipp with the forecast. >> one thing we're going to be seeing is heavy snow and something we're going to have to deal with as we go through the rest of the day. something to keep in mind is how dangerous heavy snow is. it's dangerous to shovel and difficult to drive on. it causes damage to urohome, power lines, tree limbs. the only good thing is the kids will like it because it's great for snow fwauls. again, it's a very serious matter. here's the timing. then we start to see our snowfall rates picking up, 8:00 to 10:00 a.m. 10:00 a.m. to 6:00 p.m., steady heavy, wet snow accumulates on our roadways

making that evening commute extremely difficult. also couple that with wind gusts up to 50 miles per hour, and that's going to decrease your visibility. it's going to be slippery and hard to see. and as we head into tonight we start to see the snow and rain ending. but roadways will stay mezzy heading into tonight and tomorrow morning. we have warmer air still in place. atlantic city down to cape may, dover. but we're starting to see the change over in some of our suburbs, up through wilmington, philadelphia. and we'll continue to see that snow line shifting to the south. also cooling down. so a fuel of those dry spots we're seeing will start to fill in. within the last hour we're starting to see snow developing here. westchester already picking up about 2 inches. our wind gusts starting to pick up as well.

closer to 20 miles per hour for parts of wildwood and southern parts of delaware. so how much snow we're seeing and what's in store for us as we go through the afternoon, meteorologist krystal klei with the details. >> we're already getting some of those snow reports flowing in. this is live camera view of the battleship new jersey. so this is looking over the delaware river. along the delaware river in philadelphia county is under a coastal flood advisory this morning. that was some snow limiting its visibility on that camera. about 2.5 inches in westchester and wilmington, delaware, a couple of inches. we're looking at quite a bit by the time this is all over. let's talk about some of the impact for the lehigh valley, berks county and our pennsylvania suburbs.

starting with this morning, snowing, already getting that snow on the ground. most of the roadways are still wet, not snowy. but that is going to impact your drive because you're going to have to the windshield wipers on and take a slow out there. by midday now it's getting heavier, and it's going to start to stack. now we've got snow packed roadways by the afternoon, evening, and even into the night once the snow comes to an end. good news is thursday morning things start to dry out, but roads may still be a bit messy tomorrow morning. >> let's talk more about the roads if you are heading out, if you are going to work today. ten after 6:00. >> jessica boyington has her eyes on the cam rauz wrferas, r. >> you can definitely see cars moving through the area, and so wet on most of the majors and lot of secondary roads right

exactly a quarter past 6:00 a.m. on this wednesday. and when winter weather hits count on nbc 10 for the most accurate coverage of the storm. this live picture coming from storm ranger 10 in collegeville, montgomeriy county. storm ranger is a powerful radar on wheels. >> nbc 10's pamela osborn checking the roads in south jersey live in glasboro this morning. >> reporter: we stumbled upon what appears to be a staging area, getting ready to go out on the roadway this morning. you can see this one that's getting ready to do some work here. i want to point something else out to you. the roads are wet. it is 33 degrees out here.

you can see some ponding on the sides of the roadway, some of these corners. what you're looking at right now is route 47, and the snow is already beginning to stick and accumulate on the ground. an alert came out a little bit ural, th earlier this morning. all state offices are going to be closed today. if you're not essential employees do not report today. they want to get these roads taken care of. not too many issues out here aside from a bit of flooding on the roadway you see here. but again, the snow, the ice really hasn't really started yet. but we're expect things to change. if you absolutely have to be out here today, make sure you have a full tank of gas on you, allow yourself plenty of extra time to get to where you're going and allow extra room between you and other drivers. especially with these plow workers going to be out here

trying to keep the roads clear and safe as these storm moves through. i'm pamela osborn, nbc 10 news. >> with those road conditions there's also visibility which will continue to get lowered as we get more snow. the more snow, the faster it comes down. first alert meteorologist brittney shipp has been watching that. >> that's really one of my favorite pictures because it's showing the intensity of the snow coming down. it's still wet out, so you want to be really careful. your morning and evening commute is going to be affected by this system. heavy, wet snow will continue to come down and accumulate eventual ey on the roads. we're already seeing in some our grassy areas and sidewalks. it clings to the power lines and also to tree limb, and roads are going to stay messy for quite some time even after this system

thar starts to move out of here. you'll start to see our wind speeds shifting as this coastal low continues to turn off the coast here. as it does closer to afternoon is when we'll get colder air moving back in. closer look at where everything is right now. for most of the region it's rain from atlantic city stretching over from cay may to dover. cooler surface tetchtures and we're getting the snow developing. bridgeten, basically on the edge. saw a bit of a wintery mix but not more moderate rainfall coming down. philadelphia seeing that steady, heavy wet snow without accumulation on the major roadways, which is good thing at least to start. but we'll continue to see the snow coming down for a lot of area especially the lehigh valley and spopoconos. we've mainly been dealing the

fact we see a few dry pockets. the exception is going to be right along the shore here, most of the area under a winter storm warning. for a closer break down and an hour by hour walk through of what we can expect we'll send it over to meteorologist krystal klei. >> we're starting with a live camera view in ocean city, an area where we're mostly going to stick to rainy conditions as we progress throughout the cay. and you can see the boardwalk is certainly wet right now as the rain has been coming down. here's the hour by hour model. this is one computer model, but i think it's done a pretty good job of showing where the that rain-snow line sets up. and 8:00 a.m., it's setting up over parts of south jersey. it's a wet snow, and could you see a little mixing of more rain, sure. but i really think it's going to be further south. by 8:00 a.m., now we're starting

to pick up some of intensity or how fast we're seeing the tape fall. notice where these winds are coming from. if you get a wind that's wrapping around from the land you've got colder temperatures, you've got snow. if you've got it coming off the ocean, that's pretty much where the rain is staying. that's what we're seeing. definitely not cold enough to support any cold air or developing snow. look at the wraparound as it brushes up against the coastline. again because of the winds wrapping around this system and intensity really picking up in these afternoon hours. which means from about that 10:00 a.m. to 5:00 p.m. slot you see here visibility will be limited. coming up in a few minutes we'll talk about the snow totals we're looking at and get to some of the details.

>> let's see how it's impacting the roads. minor impacts right now. i shouldn't say minor but not as heavy as it's going to be on later in the commute. watching the on-ramp on the germantown ramp right here. you can see some of that snow akua accumulating on the median and shoulders. and also watching mass transit if you're not planning on driving anywhere today, they're all on different schedules. a severe weather one schedule for new jersey transit rails, and amtrak with a modified schedule today. so definitely check before you go there. we'll continue with more live first alert team coverage as this major snow storm moves across our area. still ahead.

brittney shipp. >> the big concern is going to be our morning commutes and evening commute. our intensity develops throughout the day and afternoon. we'll see more trees going down, power lines going down leading to additional power outages. that is going to be our big concern as we push through the rest of the day. here's the timing. we'll see between mow and 8:00 a.m., still a mix of either wintery mix snow at the shore. and 10:00 a.m. and 6:00 p.m. a steady, heavy, welt snow with the exception of right along the shore. and by tonight we'll start to see a lot of snow and rain pushing out of our area, but still dealing with those messy roads that will affect our commute tomorrow. atlantic city down towards cape may and dover, we're starting to watch the rain-snow line transition and move to the north. so the system is on the move. that's why we continue to see different things at different

time. it all depends on where you are. wilmington, already picking up 2 inches. heavy snow already into parts of new jersey. if you take a look at reading it's a little thinner in the hiv as well stretching up to the poconos where we're seeing moisture. right now the roadways a major concern for us as we go through the entire day. jessica is here with more. if there's a time you would need to get out the door now be it and not in the evening and afternoon. definitely see some flurries falling in front of the camera, so it's on its way. and when cars move through you can see water spraying from underneath. definitely know these roads are although we don't syou don't se accumulation yet doesn't mean it's not slippery. route 73 headed to 130 is still

open. still closed on the 130 ramp to 73 southbound is still closed, too. our team coverage continues now in montgomery county. >> nbc 10's matt delucia live for us in king of prussia. what's the situation like there? >> reporter: the snow is still continuing to fall. right now we're along route 202 in king of prussia where you can see the roads are mostly wet. this is what we've seen a lot of in terms of major roads. a lot of wet conditions there. a lot of the side streets are bit more slushy because that-heavy, wet snow has been falling throughout the night. take a look at some video a little earlier this morning when we were in chester county. we were in malvern to start off, and you can see the snow was

falling heavier, and also that wet snow falling on the branches that many have already been weakened because of that last storm. i've been talking to some of the folks here in montgomery county about driving in this weather including a gentleman who's driving a plow right now. take a listen. >> i'm heading to chester. >> reporter: are you preparing for a busy day? >> yes, i do. >> reporter: and it depends on where you measure the snow. we have different measurements at different locations here. right now i got the ruler in. i got squn arch and a quarter. it all depends on where you are. we're going to keep an eye on the conditions. a lot of drivers saying we're going to take it easy and stay

at home before more snow comes. here's a live look right now of conditions in delaware county. peco is reporting 4,000 customers there without power this morning. and the thousands of families left in the cold and dark this morning having to stay resourceful. we did come across one residen y keeping warm in her car because her fireplace is not working. a coastal warning in effect for delaware this morning. and we're seeing water on columbus boulevard. the flooding is by-product of the last storm turning up the rain and wet snow from this storm. and we just learned columbus boulevard is shutdown in both directions between market and

ray. meantime in south jersey, checking conditions there. this is live picture from glasboro just off route 47. plow and snow trucks waiting to plow the road. and now to delaware a look around 95 in wilmington, del dot describes mostly wet conditions. crews are ready to cleanup branches and the wires that might come down again. our first alert team of meteorologists working around the clock to tweak the forecast for exactly how much snow you'll get in your neighborhood. >> you see behind us there this is center city. it's been falling throughout the morning, but none of it has really accumulated. let's check in with our meteorologist brittney shipp. >> we've been tracking rain, and

it depends on when you are. cape may, dover, all seeing rainfall. if you're closer to philadelphia and especially wilmington, we'll continue to see that light to moderate to heavy snow depending on where you are. if you're closer to reading, you can see how patchy it is. trenton seeing that moderate, steady, heavy snow as well. the good thing at least with parts of philadelphia right along the i-95 corridor it's not sticking on the road just yet. it's still going to be slick out but towards the afternoon we start to get these really heavy snowfall rates moving in. that's when we start to see the accumulation and that's going to make for a very difficult evening commute for us. where we start to see the pink that's more of a mix for us.

this is what we've been tracking for you. the heaviest snow right now coming down right over penburton and tabernacle. if we take you up through the poconos we're just seeing spottier snow showers. this will continue to shift for us as we go into the rest of the day. our stronger wind speeds are still off the coast. these are if going to shift closer to us towards the late morning hours and into the afternoon. we'll start to see our wind gusts closer to 40 miles per hour. as we walk you through a little bit this morning you'll start to notice the heavier snow bands going to be across doylestown and southeast philly. and more rain expected to come down in atlantic city. for a closer look at where the high impact snowfall and snow rates are going to be we'll turn it over to meteorologist krystal

klei. >> we're talking about how the snowfalls as we progress. the picture right now not that impressive. as brittney was just saying it's kind of a light patchy snow that's falling, but the coastal low is not here right now. it's going to stack up because of the snow ratio or how much falls because of that cold air, that's going to be higher. the snow impact event, we're expecting 1 to 2 snowfall rates. that's a lot of snow falling per hour. and it's enough that visibility starts to drop. it also happens to be a time when the wind speed starts to pick up as well. big concern for commuters late into the morning hours, and right on into those afternoon hours. winds gusting 30 to 35 miles per hour. that's in philadelphia. if you're down near the shore where unfortunately it's just

rain, then you're talking gusts 40 and above. we're starting in berks county where you see most of the area under that 8 to 13 inch rain. that's the same for all the way to the lehigh valley. and stretching up to poconos higher like we saw last friday. the lighter pink is through much of the pennsylvania suburbs at 6 to 10 inches for our snowfall forecast. and philly you see it kind of sliced between 6 to 10 and 4 to 8. as we drop into south jersey that amount 4 to 6 inches. most of the area 2 to 6 and northern most with wilmington, 4 to 8. >> and poor visibility and road conditions to deteriorate across the morning hours and into the afternoon hours. but first if you're going to work today let's get you set. >> obviously it'll have an impact on the roads. let's check in with jessica boyington. >> i actually had some people

messaging me i have to go here for a business meeting, can i good or am i crazy to do so? i would say right now if you do have to go, go. almost 6:45, typically we would see back-to-back schuylkill express times and jammed up. but looks like way less people heading out the door this morning, which is good thing. but if you have to go, go now before it it gets worse later on into the afternoon. seeing some accumulation into the shoulders and grassy areas. but the roads and majors are mostly a little slushy and look a little wet. drive times on the 95 are similar to the schuylkill expressway. we're not really seeing any right now. speeds into the 60s, and i'll check in with new jersey when i come back. good morning, i'm dray clark in philadelphia where the snowfall right now is light but sticking. and the city has activated its response. coming up a look at traffic

6:45. our second winter storm in less than a week is moving through and we have hours of snow still to come. the dpuc and the governors in both states asking people to stay home if you can. numerous cancellations reported. live picture here. some airlines are offering free waivers to change your flight plan. you should check with your carrier for flight status before you leave for the airport. >> and nbc 10 has storm force 10 to get a first-hand look at road conditions so you know what to

expect if you should be heading out. here's what it looks like in clayton. the roads wet but not snow covered. >> we're being careful there. now let's go to mt. ary. >> reporter: it really looks like a postcard here with the light snowfall. still not sticking on the roads. this is what you'll find when you walk out the door this morning. your car will be snow covered and your front lawn will have snow as well as your sidewalks. driving conditions not so bad. the road surfaces wet but not snow coveredch in others you might find some slush. so far so good. we've not heard anything about major traffic disruptions but you still need to be careful. they have about 40,000 tons of salt to work with with about 400

pieces of equipment. combined they have to cover about 2,500 miles of road. the plan is to stay ahead of the storm as much as possible. right now, not so bad. but we know as the day goes on visibility will decrease as the slippery conditions will worsen this morning. the mayor has a message for everyone today. and that is to stay off the roads if you can especially when the heart of the storm hits later on. as for regional rail, we do know they're running on a wednesday schedule as typical when trying to get through a storm. and septa buses will run as long as possible. but the best piece of advice is stay home if you can. because right now you might be thing not so bad, but later on today this picture is going to change dramatically and driving conditions will be a lot more dangerous. dray clark, nbc 10 news. and i'm first alert meteorologist brittney shipp. we haven't even see the brunt of

the system hit the coast yet. also pulling down cooler air, colder air which will give us more snowfall. this is going to move out quickly, but let's show you what's coming down on your radar. if you're closer to wilmington, philly, i-95 corridor, that's where we're seeing a lot of steady snowfall and heavy snowfall. it is turning heavy through parts of philadelphia stretching down through south jersey, pemburton that's where we seeing the heaviest snow. and we're actually seeing patchy snowfall coming down. that's going to shift as we get into the afternoon hours. but the heaviest rain, pottstown if you're waking up and heading out you need to know that heavy snow, i mean, is coming down. these are the areas we're seeing the heavier snow amounts.

where you start to see the darker blue there that is heavy intensity of no stall. in woodland a lot of snow coming down. if we fly you to the south here closer to ship bottom, it is all rain at this time. with this system it's going to depend on where you are. this rain-snow line is going to continue to move throughout the morning. it was further south and now it's going to transition to the north of us a bit. as we take a look at allentown and into the poconos that's where we're seeing that spotty snowfall. the wind gusts another part of this system. as our snowfall increases were wind speeds are going to increase as well and that's going it decrease visibility. as early as 8:00 a.m. we'll start to see our wind gusts closer to 20 miles per hour. for trenton it's going to jump all the way to closer to 40 miles per hour. these are things we're tracking

for you. for a closer look at what you can expect in your neighborhood we'll send it over to krystal klei. >> this is live view looking down broad street. broad street for your morning commute, we said this for the last few days, would probably be wet and you'd have to use your windshield wipers. i think this evening we're going to take that picture and it's going toby a lot more white. let's go through the timing. now through 8:a.m., we're still following wet snow, a little bit of rain mixing in there parts of the 95 corridor. from 8:00 to 1078 in t:00 in th morning, that's when that snow line, that mixing line just sitting south of 95 corridor is going to slump more south. and what that means is if it starts to slump more south, then you've got a steadier consistent snow starting to stick in philadelphia. and by 10:00 a.m. to 5:00 p.m.

this is when the models start to crank up. and when the winds crank up highest as well. from 5:00 to 8:00 p.m. that's when the snow starts to slow. not necessarily as strong as last friday but because of weakened trees and power lines getting stacked up with snow this afternoon which weighs them down. we expect some coastal flooding along the coastal shore, delaware beaches and possibly the delaware bay and delaware communities. as we look at visibility just mentioned this one, lower visibility especially in those afternoon hours. if you're driving home from work around 4:00 p.m. it's not good for you.
